## Summary

Greater London Authority is procuring Regent Street flag installation services in London, with Transport for London managing the procurement. The requirement covers the full delivery of a London-themed NFL flag display incorporating Mayor of London branding. It includes producing the flags, obtaining advertising consents, permits and road closure approvals from Westminster City Council, installing and removing the flags, and paying for and managing venue hire. The Crown Estate, as Regent Street’s freeholder and estate manager, coordinates access, approvals, infrastructure and street-dressing rights. The primary work category is advertising and marketing services. The requirement is specific to Regent Street and its surrounding estate, rather than a general London-wide flag or events contract.

The procurement is complete and was awarded through a direct award to The Crown Estate Commissioners. The award date was 7 September 2026, for services running from 18 September to 30 October 2026. The award is worth £225,000 excluding VAT, or £270,000 including VAT. The direct award was based on The Crown Estate being the sole freeholder and operator able to authorise access to Regent Street’s flag-installation infrastructure and street-dressing rights, with exclusive rights cited under Schedule 5, paragraph 5(a) of the Procurement Act 2023. There was one completed lot and one active award. A contract signature milestone was scheduled for 18 September 2026. The selected supplier is The Crown Estate Commissioners.

For a supplier assessing future requirements of this kind, this award demonstrates demand for end-to-end branded street-display delivery in a tightly controlled central London estate. Credible competitors would need experience producing and installing large-format flags or similar outdoor advertising, managing removal and de-rigging, and coordinating public-realm activity around busy streets. They would also need the capacity to work with a major landowner and public bodies, prepare or support advertising-consent and road-closure applications, and meet venue-management requirements. Experience delivering prominent brand activations, public-sector or civic branding, and work involving complex stakeholder approvals would strengthen a future proposition. However, access to Regent Street itself depends on the landowner’s authorisation, so a competing supplier would need an appropriate route to secure those rights or partner with the estate manager.

## Notice

The Crown Estate is the primary landowner and long-term steward of Regent Street, owning and managing the vast majority of the street and surrounding estate. As freeholder, The Crown Estate is responsible for the strategic management, operation and development of Regent Street, including the coordination of events, activations, public realm improvements and commercial activity across the estate. Regent Street forms a part of The Crown Estate's wider Central London portfolio, and any activity taking place on the street requires engagement with and, where appropriate, approval from The Crown Estate as the principal landowner and estate manager. The work covers all requirements associated with the delivery of the Regent Street flag installation, including: Obtaining the necessary advertising consents, permits and road closure approvals from Westminster City Council. Production of the flags. Installation and removal (de-rig) of the flags. The venue hire and management fee payable to The Crown Estate. As the landowner and estate manager of Regent Street, the Crown Estate is responsible for coordinating and managing these elements as part of the overall contract. The flags will be designed by the NFL and will incorporate a London-specific theme, including the Mayor of London branding.

### Procurement Information

A direct award is necessary for this procurement as The Crown Estate is the sole land freeholder and operator responsible for the Regent Street flag installation infrastructure and associated street dressing rights. The flags must be installed on Regent Street as part of the activation, and no alternative supplier can provide access to, or authorisation for, the use of these locations. In accordance with Schedule 5, paragraph 5 (a) of the Procurement Act 2023, we consider the justification for this direct award to be compliant, with the condition that "due to a particular supplier having intellectual property rights or other exclusive rights, only that supplier can supply the goods, services or works required.
