## Summary

Cornwall Council procured specialist parenting support for families with pre-school children aged 0–5 where a parent has a learning disability. The service combines short-term one-to-one support in the home with ongoing group sessions. Home visits address individual family needs and help parents connect with local support, such as housing advice, healthcare and parenting services. Group work covers life skills, positive mental health, healthy habits for parents and children, positive relationships, and recognising scams, abuse and unhealthy relationships. Content is adapted to parental needs and includes topics from the healthy under-fives framework, such as dental health, potty training, weaning and nutrition. The service is delivered in Cornwall and is classified as a community health service.

The procurement is complete and was run as a below-threshold limited competition under the light-touch regime. It had one completed lot. The contract was awarded to Home-Start Kernow on 4 September 2026 and signed on the same date. The contract runs from 1 October 2026 to 30 September 2027. Its value is £29,999 excluding VAT, or £35,998.80 including VAT. Cornwall Council awarded the service to Home-Start Kernow, an SME. The award is active and the contract is active. The published procurement information identifies the service requirement and delivery scope, but does not set out a separate scoring breakdown or weighted evaluation basis.

This requirement suits a community or family-support provider with experience working with parents who have learning disabilities and families with young children. Credible delivery would require the ability to provide both structured group work and responsive one-to-one home visits, while adapting support to individual family circumstances. Relevant capability includes parenting practice, safeguarding, child health and development, positive mental health, healthy routines, relationship support and community signposting. Providers should also be able to bring in appropriate guest speakers or partner organisations, share practical information, and build trusted support networks for parents. The award demonstrates demand for a locally delivered, specialist service combining home-based intervention with continuing group support for families in Cornwall.

## Notice

To improve outcomes for families with pre-school children (0-5), where parents have learning disabilities (LD) by offering specialist group and 1:1 support to equip parents with the skills, confidence and support networks they need to meet their children's safety, health and development needs. We will do this by providing short term 1:1 support at home and ongoing group support. 1:1 at home visits will offer immediate support around family need for creating connections to their community. This may take the form of connection to support for immediate needs, e.g. housing advice, access to healthcare, or parenting support but will be different for every parent and will still be aimed at meeting the outcomes below. Group sessions focus on key life skills, promoting positive mental health, developing knowledge of healthy habits for both parents and children; promoting positive relationships; with guest sessions covering topics such as recognising and avoiding scams, and recognising abuse and forming healthy relationships. The topics will be developed in response to parental need but will always contain topics from the healthy under 5s framework. This may be achieved by directly sharing information, inviting in guest speakers and sharing strategies amongst the group. Examples of this could include inviting Brighter Smiles or Healthy Cornwall into the group, having a session on potty training or sharing external links to information on weaning and nutrition.
