## Summary

Cheshire East Council is procuring an integrated sexual health service for Cheshire East, classified as community health services. The service is intended to improve local sexual health outcomes through open-access, equitable and high-quality provision across the life course. It covers contraception, prevention, diagnosis and management of sexually transmitted infections, including HIV testing, HIV pre-exposure prophylaxis (PrEP) and chlamydia screening under the National Chlamydia Screening Programme. Delivery must follow evidence-based clinical protocols. The council is the commissioning organisation and the service is delivered for the Cheshire East area. The requirement is a public health service rather than a supply or construction contract, and is relevant to NHS bodies, specialist sexual health providers and organisations able to deliver integrated local clinical and prevention services.

The procurement has reached the award stage and the contract was signed on 7 September 2026. Cheshire East Council awarded the contract to Liverpool University Hospitals NHS Foundation Trust under Direct Award Process C of the Health Care Services (Provider Selection Regime) Regulations 2023. It used a limited procedure without prior publication of a call for competition, rather than an open competitive tender, and one electronic bid was recorded. The contract value is £21,498,093, in GBP. Evaluation considered quality and innovation (30%), value (20%), integration, collaboration and service sustainability (20%), improving access, reducing health inequalities and facilitating choice (20%), and social value (10%); price carried 0%. Around 5% of contractual obligations may be subcontracted.

This award indicates demand for a substantial, integrated sexual health service commissioned by a local authority and delivered across a whole local area. A credible future competitor would need clinical capability spanning contraception, sexually transmitted infection prevention, diagnosis and treatment, HIV testing, PrEP and chlamydia screening, supported by evidence-based protocols. The requirement favours providers able to offer open and equitable access, address health inequalities, facilitate patient choice and work collaboratively with other services. Strong quality and innovation, service sustainability and social value propositions would matter more than price alone. Relevant experience should include managing a comprehensive, life-course sexual health pathway, maintaining clinical governance and coordinating results and treatment. Providers should also be able to manage specialist subcontractors, including postal STI testing kits and combined oral or progestogen-only contraception.
