## Summary

GA Trains Limited procured passenger automatic ticket-gate support and maintenance services across its rail network. The requirement covers all automatic ticket gates installed and operated by GA Trains, including service-centre support, field servicing, back-office operations, ITSO services, base-data management and business-intelligence reporting. In plain terms, this is the ongoing operation, maintenance and technical support of ticket-validation machinery used at stations. The buying organisation is GA Trains Limited, a public undertaking. The services relate to the buyer’s network in England, covering the areas in which its gates are installed and operated. The procurement is classified as services and concerns both operational support and maintenance of the existing ticket-gate estate.

The procurement is complete and was awarded to Cubic Transportation Systems Limited on 7 September 2026. It used a direct award under the utilities regime, with the buyer stating that only the existing supplier could provide the requirement for technical reasons and additional services. The automatic ticket-gate estate uses Cubic’s proprietary hardware, software and system architecture, integrated with revenue-protection, ticketing and station-control systems; the buyer therefore considered alternatives technically incompatible and disproportionately difficult. The awarded gross value is £19,123,190 including VAT, in GBP. The contract period runs from 19 September 2026 to 18 September 2032. GA Trains may amend the contract if gates are added to or removed from the operated estate.

This award indicates sustained demand for specialist railway ticket-gate support rather than a general facilities-maintenance service. A credible competitor for a future requirement would need the ability to maintain and troubleshoot automatic ticket gates across a distributed station network, provide responsive field engineering and operate a service centre and back office. Relevant capability also includes ITSO knowledge, base-data management and business-intelligence reporting. Experience integrating gate hardware and software with revenue-protection, ticketing and station-control systems would be important, as would the capacity to support a large installed estate over a long service period. Suppliers would need to demonstrate technical reliability, continuity of service and the ability to manage changes as gates are commissioned or decommissioned.

## Notice

Passenger automatic ticket gates (ATGs) support and maintenance of all ATGs installed on GA Trains Limited's (GATL) network and operated by GATL. The scope of services within the contract includes but is not limited to: - Service Centre; - Field Service; - Back Office Service; - ITSO Services; - Base Data Management Service; and - Business Intelligence Reporting.

### Procurement Information

The contract can be supplied only by the supplier due to technical reasons and additional services. The existing ATG estate across the GATL network has been designed, supplied, and installed by the supplier using proprietary hardware, software, and system architecture integrated with existing revenue protection, ticketing, and station control systems. No reasonable alternative or substitute exists because the systems are dependent on proprietary components, interfaces, and software which are owned and controlled by the supplier and third party suppliers do not have access to. As such, as the scope of services is a repeat and extension of the existing services, GATL would receive incompatible services with disproportionate technical difficulties. On this basis, GATL considers that the conditions for a direct award on the grounds of technical reasons and additional services valid.
