## Summary

South East Consortium is planning a consultancy framework to connect its customers with experienced consultants supporting public sector projects. The scope covers compliance programmes and related work in asset management, development, heating and zero carbon. Services may include infrastructure, structural, building and construction consultancy; project and development management; technical testing, analysis and consultancy; internal audit; fire and explosion protection; building surveying; mechanical and electrical engineering; and architectural, engineering and planning services. The work will be delivered across the United Kingdom. The framework is being arranged by SEC Procurement Limited trading as South East Consortium, a sub-central public authority. It is intended to support customers with a broad range of technical, professional and project-related consultancy requirements rather than a single construction project.

This procurement is at the planning stage: South East Consortium has stated an intention to procure and there is no invitation to tender yet. The expected route is a framework agreement, with one planned lot and an indicative contract period from 3 January 2028 to 2 January 2032. The buyer expects to publish the next notice on 1 April 2027. Market engagement is planned to inform the requirements and procurement strategy. Tailored questionnaires are due to be issued on 12 October 2026. Online supplier sessions are planned for compliance consultants on 4 November 2026 from 10:00 to 12:00, asset consultants on 5 November 2026 from 10:00 to 12:00, and development consultants on 4 November 2026 from 13:00 to 15:00. Attendance requires registration.

The framework is marked as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, so it may suit specialist consultancies as well as larger multidisciplinary providers. Relevant businesses include compliance advisers, asset management consultants, development specialists, heating and building-services engineers, zero-carbon advisers, surveyors, architects, structural and civil engineering consultancies, project managers, internal auditors, technical testing organisations, and fire safety or protection specialists. Providers with experience supporting public sector compliance programmes, estates and asset programmes, development projects, construction or infrastructure work are likely to be well placed. The planned engagement sessions offer a chance to help shape the requirements and understand the buyer’s needs before the framework reaches the market; participation will not create an advantage or disadvantage in the later competition.

The aim of the SEC Consultancy Frameworks is to connect our customers with experienced consultants ready to support with their projects. The Framework will cover all aspects of our customer's compliance programmes, including asset management, development, heating, and zero carbon.

### Planning Information

To support the development and continuous improvement of this framework, we have undertaken targeted stakeholder engagement with existing framework suppliers and participating contracting authorities. 
As part of this process, tailored questionnaires will be issued to those groups on 12th October 2026 to gather stakeholder-specific feedback, market intelligence and opportunities for service improvement. 
In the interests of transparency and to ensure that all interested organisations have an opportunity to contribute to the engagement process, we are also inviting the wider market to attend one of our Preliminary Market Engagement (PME) sessions.

South East Consortium is conducting these activities solely to inform the development of its requirements and procurement strategy. Participation in the questionnaires, PME sessions or any other engagement activity will not provide any organisation with an advantage in any future procurement exercise, nor will non-participation disadvantage any organisation. Any future procurement opportunity will be competed openly and fairly in accordance with the relevant procurement legislation (Procurement Act 2023) and procurement principles.
