## Summary

City & County of Swansea is procuring a framework for the supply, installation, maintenance, repair and replacement of traffic-management equipment and related services across Swansea and Neath Port Talbot. The scope covers traffic signals, including signal junctions and toucan, pelican, puffin and PEDEX crossings; automatic rising bollards; variable-message, over-height vehicle and driver-information signs; electrical testing and periodic inspection; and planned and non-routine works. The contractor will diagnose faults, identify their causes and, where necessary, coordinate repairs involving other suppliers. Task orders may also be issued for Neath Port Talbot Council and Carmarthenshire Council, enabling work across those authorities as well as Swansea. The requirement is categorised as services, including road equipment construction and repair and maintenance services.

The procurement has reached tender: the councils invited offers through an open procedure. It is a single-lot framework with one participant and awards are made without reopening competition. The enquiry deadline was 28 September 2026 at 12:00, and the tender deadline is 5 October 2026 at 12:00. The intended award decision date is 30 October 2026. The framework is planned to run from 1 December 2026 to 30 November 2029, with an option to extend for up to 12 months, to 30 November 2030. Its estimated value is £3,000,000 excluding VAT, or £3,600,000 including VAT. Evaluation is 60% quality and 40% price, with quality covering resilience, innovation, premises, climate and nature recovery, delivery, management and technical capability.

This opportunity suits contractors able to provide end-to-end traffic-management infrastructure services for a local-authority highway network. Relevant capability includes installing, maintaining, fault-finding, repairing and replacing traffic signals, pedestrian crossings, bollards and electronic signs, together with electrical testing and inspection. Suppliers should be able to manage planned and non-routine works, diagnose faults accurately, identify remedial action and coordinate with other suppliers where a repair requires specialist input. The evaluation also rewards service delivery and contract management, technical capability for equipment repairs and replacement, innovation, financial resilience, suitable contract premises, and delivery on nature recovery and climate change. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable participants. Offers may be submitted in English or Welsh.

The CONTRACT boundary shall include the AUTHORITY boundaries for: A. Swansea Council B. Neath Port Talbot Council The CONTRACT is referenced as 5 service areas: A. Traffic signals to include traffic signal junctions, toucan crossings, pelican crossings, puffin crossings and PEDEX crossings. For the purpose of this CONTRACT this Service Area shall be known as Traffic Signals. B. Automatic Rising bollards. C. Variable Message, Over-height Vehicle and Driver Information Signs. D. Electrical Testing & Periodic Inspection. E. Non-Routine and Planned Works The CONTRACTOR shall be responsible for locating the cause of all faults or errors and identifying these to the ENGINEER. The CONTRACTOR may also be required to liaise with other suppliers, at their own cost, to undertake a repair. The AUTHORITY reserves the right to issue Task Order works on the behalf of other third-party local authorities, detailed bellow, under the terms of the CONTRACT. A. Neath Port Talbot Council B.
