## Summary

The London Fire Commissioner is seeking a specialist, secure training venue and associated facilities for the Smoke-Filled Environment (SFE) programme, which supports joint operational training for London Fire Brigade trainers and Metropolitan Police Service officers. The venue must be purpose-built for firefighting and tactical police exercises in smoke-filled environments, including smoke rooms and specialist buildings designed for this use. It should accommodate between 15 and 25 officers, with numbers varying according to police availability, and provide accommodation and catering. This is a specialist safety-training service, covering training facilities and a training-facilities building (CPV 80510000, 80520000, 80550000 and 45214800). The buyer is the London Fire Commissioner, and the requirement relates to delivery for London Fire Brigade and the Metropolitan Police Service.

This procurement is at the planning stage and is currently a preliminary market engagement exercise, not an invitation to tender or a call for competition. The buyer expects to publish a subsequent notice on 1 December 2026. The planned contract period is 2 December 2026 to 30 November 2028. The estimated value is £300,000 excluding VAT and £360,000 including VAT. The buyer is seeking market information to understand capable providers, refine the requirement and decide the most appropriate procurement strategy. A pre-market engagement questionnaire is scheduled for completion by 30 September 2026. The requirement is planned as one lot, with the buyer indicating that it is suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

This will suit operators of secure, purpose-built specialist training sites with smoke rooms and buildings designed for controlled smoke-filled-environment exercises. Relevant providers are likely to include organisations experienced in safety-critical emergency-services training, firefighting instruction, tactical police training or operation of specialist training campuses. The venue will need to support multi-agency use by London Fire Brigade and the Metropolitan Police Service, with sufficient operational capacity for groups of 15 to 25 officers. Accommodation and catering provision are part of the requirement, so providers able to deliver a complete venue and support package will be better placed to respond when the procurement reaches the market. The stated suitability for SMEs and VCSEs may support participation by smaller specialist training providers, venue operators and collaborative supplier teams.

Introduction This document is issued as part of a Preliminary Market Engagement (PME) exercise by The London Fire Commissioner. better known as the London Fire Brigade (LFB). The purpose of this engagement is to identify organisations capable of providing a specialist training venue to enable LFB trainers to conduct training exercises for the Metropolitan Police Service (MPS) and the London Fire Brigade (LFB). This notice is issued for information and market engagement purposes only. It is not a call for competition, does not constitute a procurement exercise, and does not commit the Authority to commencing any future procurement. 2. Background The Smoke-Filled Environment (SFE) training programme is a multi-agency working agreement between the MPS and the LFB, for LFB to provide a series of weekly training depending on LFB and MPS availability, for safety critical smoke-filled environment training to MPS officers. Scope of Requirement The training requires a secure, purpose-built environment capable of accommodating specialist firefighting and tactical police training. The training facility should provide accommodation and catering facilities for 15 to 25 officers which can vary depending on MPS availability. 4.
