## Summary

Caerphilly County Borough Council is managing a procurement for Adnodd to produce and publish bilingual Welsh and English study and revision guides for the second wave of reformed WJEC Made-for-Wales GCSEs and related qualifications. The subjects are Dance; Design and Technology; Digital Media and Film; Digital Technology; Health and Social Care and Childcare; Integrated Science (Single Award); Physical Education and Health; Social Studies; the Sciences (Double Award); and Level 2 Additional Mathematics. The scope covers developing the content, authoring, translation, graphic design, printing, publishing, selling and delivery of a complete set of printed books. The titles must be sold on the open market and kept available for at least five years after publication. Work will be delivered across the United Kingdom.

This procurement is at the planning and pre-market engagement stage; it is an intention to procure, not an invitation to tender. The buyer expects to issue the next notice by 5 October 2026. Two online engagement webinars are scheduled for 24 September 2026 at 3pm and 25 September 2026 at 10.30am, with suppliers asked to attend one session. The planned contract period is 27 November 2026 to 30 November 2027, and resources are expected to be developed and available by 1 November 2027. The maximum budget is £400,000 including VAT, with an estimated value of £320,000 excluding VAT. One contract is planned for the complete resource suite, rather than separate contracts for multiple suppliers per subject. Bidders will need to explain projected sales income and how it reduces project costs and the contract price.

The work will suit publishers, educational content developers, printers, translators, authors and specialist curriculum organisations able to deliver a complete suite rather than isolated titles. Strong candidates will be able to produce accurate Welsh and English editions, manage end-to-end publication and supply, and keep books commercially available for at least five years. The content is expected to provide comprehensive curriculum coverage, scaffolded guidance and useful, innovative assessment support for learners. Resources must be written or supported by educators, subject specialists, examiners and/or consultants, and endorsed by WJEC. Print production is essential; digital materials may be included where there is clear, evidence-based justification of need. Partnerships are permitted, but one lead organisation must take overall responsibility for the bid and subsequent contract. The opportunity is identified as suitable for SMEs and VCSEs.

This commission offers a substantial contract opportunity. Adnodd will only consider bids that deliver a full suite of resources. Adnodd will not look to award multiple contracts to more than one supplier to deliver these resources per subject. The contract is for the production, sale and delivery of a complete series of books. 
Suppliers can look to form partnerships with other specialist organisations, however there must be a single lead organisation who will have overall responsibility for the Bid and subsequent contract. 
The books will be produced and available for sale. The RRP of each title should be competitive and affordable. 
The maximum available budget is £400,000.00 (inc. VAT). However, due to the anticipated sale of the resources, Bidders will be required to demonstrate how projected sales income has been calculated and how this income will be deducted from the overall project costs and contract price. 
To support this calculation, Adnodd/WJEC can provide candidature data to interested Bidders. These figures will be included within the Specification document when it is published. 
Adnodd will be looking to fund new resources that are:  
bilingual (Welsh and English versions)  
written by educators, expert subject practitioners, examiners and/or consultants offering comprehensive curriculum coverage, scaffolded guidance and valuable and innovative assessment support for learners 
endorsed by WJEC  
developed and available by 1 November 2027  
Resources must be in print format; however, digital materials may also be included in proposals provided there is clear justification, supported by compelling evidence of need.
