## Summary

Forestry and Land Scotland is procuring specialised peatland restoration services through a Dynamic Purchasing System covering Scotland’s national forests and land. This opportunity suits forestry, peatland restoration, land-management and specialist groundworks contractors able to deliver both open-ground works and forest-to-bog works. Bidders must provide at least two relevant examples completed within the previous three years, with referee details; non-Forestry and Land Scotland examples require completion evidence or similar documentation. Suppliers need, or must commit to obtain, £5 million employers’ liability insurance and £5 million public liability insurance per occurrence, with unlimited total cover for public liability. They must have suitable tools, plant and technical equipment, and the relevant professional and educational qualifications for their tasks. Health and safety and environmental management certification, or compliant procedures, is required. The buyer also expects Real Living Wage commitments, community benefits, prompt payment of subcontractors and full disclosure of subcontracting arrangements. Consortiums and subcontractors must provide separate procurement documents.

## Notice

FLS has established a Dynamic Purchasing System (DPS) for the provision of Specialised Peatland Restoration services across Scotland's national forests and land, which commenced 8th September 2026. A Dynamic Purchasing System (DPS) is an electronic system established by a contracting authority to purchase commonly used goods, works or services in accordance with the Public Contracts (Scotland) Regulations 2015. Admittance to a DPS gives participants the opportunity to subsequently bid for relevant future opportunities which are procured through the DPS. The purpose of the DPS is to provide a compliant route to market for FLS to procure services which are unable to be provided through existing contracts or to replace contracts which have terminated or expired. The scope of the DPS is primarily for restoration operations including but not limited to: - Site Rewetting and Associated Services including peatland rewetting and hydrological restoration, hag and gully restoration, and mulching; - Specialised Peatland Harvesting including specialised tree removal for peatland restoration, mechanical mulching, and brash and timber management; - Supporting works including chainsaw works, temporary watercourse crossings, creation of access tracks, and supply and installation of associated materials. Parties who request to be admitted to the DPS will have their submissions evaluated by FLS within 10 working days of submission (this deadline could be extended to a maximum of 20 working days in individual cases), and if successful, will be admitted to the DPS thereafter.
