The work is a forestry and horticultural service covering establishment operations and related vegetation management. Activities may include cutting with power or hand tools, burning, stump treatment, foliar pesticide application, stem injection of woody material or herbaceous weeds, hand-pulling seedlings, steep-ground and rope-access work, manual non-chemical treatment, chipping, traffic management and manual labour. Suppliers can seek admission for one or more of five geographic areas: Central, North, East, South and West Scotland. Future requirements will be competed among admitted suppliers, providing a route to relevant follow-on contracts where existing arrangements do not meet Forestry and Land Scotland’s needs. This opportunity suits forestry contractors, vegetation-management specialists, arboricultural and horticultural businesses, pesticide application teams, rope-access operators and firms able to provide practical site labour across one or more Scottish regions. Applicants need at least one relevant experience example from the previous three years, supported by a completion certificate, reference letter or reference contact details. They must hold suitable independent third-party health and safety and environmental management certification, or provide the required equivalent procedures. Suppliers must explain any proposed subcontracting and confirm prompt payment arrangements for subcontractors. The requirement also suits businesses able to pay the Real Living Wage, deliver proportionate community benefits and work through an electronic purchasing system. Consortia and subcontractors may be used, but each relied-on entity must provide the required qualification information and obtain approval. ## Notice FLS has established a Dynamic Purchasing System (DPS) for the provision of Invasive Vegetation Control (IVC) services across Scotland's national forests and land, which commenced 8th September 2026. A Dynamic Purchasing System (DPS) is an electronic system established by a contracting authority to purchase commonly used goods, works or services in accordance with the Public Contracts (Scotland) Regulations 2015. Admittance to a DPS gives participants the opportunity to subsequently bid for relevant future opportunities which are procured through the DPS. The purpose of the DPS is to provide a compliant route to market for FLS to procure services which are unable to be provided through existing contracts or to replace contracts which have terminated or expired. The scope of the DPS is primarily for establishment operations including but not limited to: - Cutting - power or hand tools. - Burning. - Stump Treatment. - Foliar application of pesticides. - Stem injection of woody material with sprayed pesticides or eco plugs. - Stem injection of herbaceous weeds. - Hand pulling of seedlings. - Steep ground/rope access work. - Non-chemical and non-cutting treatments (manual removal). - Chipping of cut material. - Traffic Management. - Manual Labour. Parties who request to be admitted to the DPS will have their submissions evaluated by FLS within 10 working days of submission (this deadline could be extended to a maximum of 20 working days in individual cases), and if successful, will be admitted to the DPS thereafter. ### Lot Information North Services as described in Section II.1.4) of the Contract Notice.
