## Summary

The Met Office is procuring a managed communications solution for its land observation network of around 300 automatic weather stations, mostly across the UK with a small number overseas. Each station collects weather data on a site logger and must transfer it every minute, in real time, to the Met Office’s central cloud-based collection system. The requirement covers communications equipment and data services, including connectivity for sites with mains electricity and sites powered by 50W solar panels. Most stations currently use 4G, while some still rely on 2G, so the solution must support the network’s differing connectivity conditions. The work is a service-led requirement with associated goods, delivered across the United Kingdom and at the network’s overseas sites.

The procurement has reached tender: the Met Office invited offers through an open procedure. It is a single-lot requirement because the buyer wants one supplier to provide and manage the total solution. Bidders could submit offers electronically in English. This opportunity suits telecommunications, data-connectivity and managed network providers able to deliver reliable machine-to-cloud communications across a distributed weather-monitoring estate. Strong candidates will need to support near-continuous, real-time transmission at one-minute intervals, manage connectivity across around 300 remote stations and accommodate both 4G and legacy 2G locations. Experience of operating services across the United Kingdom, with some overseas sites, will be relevant, as will the ability to work with installations using mains power or 50W solar generation. The requirement is designed for a single supplier, so businesses should be able to provide an integrated communications service rather than an isolated product. Small and medium-sized enterprises are identified as suitable to compete.

The weather observation data collected at these sites is collated on a logger at site and then communicated every minute to our central cloud based system in real time. Some sites have mains power, some operate on a 50W solar panel. The majority of sites have 4G connectivity, but there are a subset that only have 2G connectivity at present. We are looking for a supplier to provide a communications solution to allow for the real time transfer of our land surface observation data to our central cloud based collection system every minute in real time.
