## Summary

Medway Council is procuring road safety audit services through the Medway Council Road Safety Audit Framework. The requirement is for external consultants to carry out Road Safety Audits for highway schemes and transport interventions across Medway, whose network includes Strood, Rochester, Chatham, Gillingham and Rainham in Kent. The council will act as the Overseeing Organisation and intends to use the framework to commission audits quickly and efficiently. The framework is due to run from 1 November 2026 to 31 October 2028, with two possible one-year extensions, allowing it to continue until 29 October 2030. Its estimated value is £60,000 excluding VAT, or £72,000 including VAT. Electronic submission is allowed. The sole lot is evaluated on 30% price and 70% quality. Framework commissions may be awarded by direct award or mini-competition, with competition capable of being reopened for individual requirements.

This opportunity suits road safety audit consultancies and individual or specialist teams with the technical ability to audit highway schemes in line with GG119 of the Design Manual for Roads and Bridges. Suppliers should be able to deliver RSA stages 1, 2 and 3 across schemes of different sizes and complexity, and to provide auditors who can respond quickly when the council commissions work. Small and medium-sized enterprises are identified as suitable participants. Bidders must complete the pricing schedule in the ITQ3 Quotation document, setting fee ceiling prices for each audit stage and scheme category. Those rates will be evaluated and must be used for later commission bids. Travel and other disbursements must be built into the submitted rates rather than charged separately.

## Notice

Medway Council ('the Authority') is a unitary authority based in Kent, consisting of the main towns of Strood, Rochester, Chatham, Gillingham, and Rainham. The highway network in the Medway towns covers approximately 840km, with 110km of A roads, 37km of B roads, 97km of C road, and 596km of unclassified roads. A safe and effective transport network is therefore key to Medway's sustainability, both economically and environmentally. To help achieve this the Council are inviting applications to join Medway Council's Road Safety Audit Framework (MCRSAF). The MCRSAF will allow the Authority, as the Overseeing Organisation, to quickly and efficiently commission an outside contractor to undertake road safety audits on behalf of the Authority for highway schemes and interventions. The aim is to have a pool of high-quality auditors that the Authority can call upon to undertake Road Safety Audits quickly, cost effectively, to a high standard, and in accordance with the requirements and methodology of GG119 of the Design Manual for Roads and Bridges, with the Authority acting as the Overseeing Organisation. The Framework Contract is anticipated to commence on 1st November 2026 and will continue for a period of two years, with the option of extending the Framework Contract for an additional two years thereafter, via two separate one year extensions.
