## Summary

The Scottish Government’s Directorate for Digital is seeking an innovative, technology-enabled service management solution for a growing portfolio of digital public services, including ScotAccount, ScotPayments, mygov.scot and Cloud Platform Services. The requirement covers scalable approaches that can adapt as demand, operational complexity and user expectations increase. The intended outcomes are resilient, secure and efficient service operations, with reduced risks to service quality, productivity, revenue and public trust, while supporting the future development of Scotland’s digital public services. This is a service opportunity covering research, development, consultancy, IT support, helpdesk and related systems and support services. Delivery is for Scottish Government digital services in Scotland.

The CivTech model involves collaborative development with the public sector and citizens: shortlisted proposals progress through an Exploration Stage, followed by intensive Accelerator work to create and refine the solution and develop the business around it. It therefore favours suppliers with practical product development capability, service management expertise, innovation skills and the capacity to work closely with a public-sector challenge sponsor.
