## Summary

Ofcom is exploring an employee voice programme centred on a pulse survey tool and related survey services. The intended solution would enable shorter, more frequent colleague surveys, run multiple surveys in parallel across different employee populations and topics, and provide more timely insight into employee experience, organisational culture, engagement and emerging challenges. The aim is to support quicker identification of priority issues and a stronger link between colleague feedback and visible action. The requirement combines software and information systems with survey design, delivery and analysis services. It is a goods-led requirement with associated services, for delivery across the United Kingdom. Suppliers of employee listening platforms, workforce survey software, survey specialists and managed insight services may therefore find the scope relevant.

This procurement is at the planning stage: Ofcom is conducting preliminary market engagement to inform its procurement strategy, rather than inviting tenders. The engagement is expected to use a questionnaire, with possible follow-up discussions between Ofcom’s project team and interested suppliers. Completed questionnaires are expected by 12 noon on 29 September 2026. The planned contract period is 1 April 2027 to 31 March 2031. The procurement is arranged as one lot and is identified as above the relevant threshold. Suppliers taking part in the engagement must register on Ofcom’s Jaggaer e-sourcing portal, access the Employee Voice RFI questionnaire, submit it through the technical section and use the portal messaging facility for clarification questions.

The engagement is suited to suppliers that can provide secure, scalable employee listening or pulse survey technology alongside practical survey and analysis expertise. Relevant capability is likely to include designing concise recurring surveys, supporting several concurrent surveys across different employee groups, handling varied topics, and turning responses into timely, actionable insight. Providers should be able to explain how their solution improves on a single annual colleague survey and supports evidence-based organisational decisions. Firms with experience in employee experience, organisational culture, workforce engagement, people analytics or staff feedback programmes may be well placed to contribute. Technology vendors, specialist survey agencies and partnerships combining software with implementation, analysis and advisory services should prepare to demonstrate how they would approach delivery.

Organisations are invited to take part in the pre maket engagement seek input from market participants to inform and help Ofcom inform our procurement strategy for our employee voice programme. Ofcom currently relies on an annual colleague survey as the primary means of gathering measurable feedback on employee experience. This model does not provide sufficiently timely or agile insight into emerging colleague experience, culture, engagement and organisational challenges. As a result, there is a risk that feedback is gathered too infrequently to support timely action and evidence-based decision making. The opportunity is to explore how to procure a pulse survey tool that enables shorter, more frequent colleague surveys, as well as the ability to run multiple surveys in parallel across different populations and topics. This would support a more agile employee listening model, provide quicker insight into priority issues, and strengthen the link between colleague feedback and visible action.

### Planning Information

The purpose of this preliminary market engagement (PME) questionnaire is to seek input from market participants to inform and help us inform our procurement strategy.
The PME will provide Ofcom with the opportunity to obtain insight into the available Employee Voice solutions on the market, how potential Suppliers might approach delivery of the good(s)/service(s) in question and gain an understanding of the capability/interest from the market.
This PME will be in the form of a questionnaire, and possibly some discussion between the Ofcom Project Team and interested Suppliers.

Clarification questions can be submitted via the messaging facility within the pqq_98.
The closing deadline for submitting completed questionnaires is 12 noon, 29 September 2026.
