## Summary

The London Borough of Bromley procured an estates and facilities management database and computer-aided facilities management (CAFM) system for its property function. The system supports management of property in which the council has a legal interest, including owned, leased and licensed assets. It provides a central database for property holdings and enables the council to retain, manage and retrieve information about its assets. The system is intended to support effective property management, regulatory and financial record-keeping, transparency obligations, freedom of information requests, and enquiries from statutory organisations, elected members and the public. The work is delivered for the council in Bromley, London. The procurement was classified as software packages and information systems and was treated as a goods requirement.

The procurement has been awarded and the contract is active. The council used a limited procedure: a compliant direct award without a prior competition under the NHS SBS Hard Facilities Management 2 framework. One bid was recorded. The sole award went to Concerto Support Services Limited, and the contract was signed on 3 October 2025. The contract value is £955,991 including the published currency of GBP. The award decision was based on price. The procurement covered one requirement for the database and CAFM system. The published process records the associated lot as cancelled, while the award and contract are active; the active contract and award therefore represent the recorded outcome. The buyer is the London Borough of Bromley.

This requirement is most relevant to established estates and facilities management software providers that can supply and support a property management database alongside CAFM functionality. A credible competitor would need to handle records for property held through ownership, leases and licences, while supporting the council’s legal, financial and regulatory record-keeping duties. The system must make property information quick and easy to retrieve for asset management, transparency work, freedom of information requests, and enquiries from public bodies, elected members and the public. Suppliers should therefore be able to demonstrate secure, reliable information management, practical reporting and search functions, and experience supporting a public-sector property team. Technical capability and contract-management expertise are central to the requirement.

Provision of an Estates & Facilities Management Database & CAFM System

### Lot Information

Lot 1

Provision of an Estates & Facilities Management Database & CAFM System to support the objectives of the Council's transformation of the property function, including ensuring that the property team is well staffed with the technical and contract management expertise to operate excellently, and that they have the appropriate systems and resources to manage the council's property effectively. One of the systems used under the contract to deliver the strategic property function is the Property Management System. This is effectively a database that stores information about the property in which the council has a legal interest (either through ownership, lease or license). It is a regulatory requirement that the council retains and manages this data. Additionally, the council's Financial Regulations state that the Council must retain a database of all of its holdings. It is also essential to enable the Council to manage its assets well. The team are regularly required to provide information from the database as a result of the transparency agenda, freedeom of information requests and on receipt of enquiries from statutory organisations, elected members and the public need. Hence, there is a requirement to be able to access information quickly and easily.
