## Summary

Manchester City Council intends to commission a community-based early intervention and support service for women experiencing homelessness in Manchester. The service will use a community drop-in model to help women overcome barriers to housing, health and support services, improve wellbeing, build independence and sustain accommodation. It is intended for women who may have experienced domestic abuse, trauma, poor mental health, substance misuse, neurodivergence, multiple disadvantage and other complex needs. Delivery will be gender-informed and trauma-responsive, within a safe and psychologically informed environment, and in partnership with statutory and voluntary sector organisations. The provider must have access to suitable premises. The service is classified as social work services without accommodation and aims to support at least 400 women each year.

This procurement is at the planning stage: Manchester City Council has stated an intention to procure and has not yet invited tenders. The Council expects the service contract to run from 1 April 2027 to 31 March 2029, with renewal provision allowing extension to 31 March 2030. The Council is undertaking preliminary market engagement before the formal procurement. It plans to hold an online market engagement webinar on 22 September 2026 at 2pm. Businesses wishing to attend are expected to register by 4pm on 21 September 2026. Registration for the engagement requires creating an account on the Council’s e-business portal and accessing the related documentation. The service will require a gender-informed and trauma-responsive approach, psychologically safe delivery, partnership working with statutory and voluntary organisations, and the ability to help people sustain accommodation and increase independence. Providers should prepare to demonstrate access to suitable premises and the operational capacity to support a substantial annual caseload through a drop-in model. The Council has indicated that the requirement is suitable for small and medium-sized enterprises and voluntary, community and social enterprises, making it relevant to specialist charities, social enterprises and established community providers.
