## Summary

The London Borough of Croydon is exploring a service to manage an Erasmus+ teacher and educator training and international mobility programme for Croydon schools. The expected provider would deliver end-to-end programme management, including international teacher training, continuing professional development and school visits across European destinations; travel, accommodation and logistics; participant recruitment and selection; grant administration, financial monitoring and reporting; safeguarding, risk management and participant welfare; programme evaluation and impact measurement; and communication with schools, training providers, international partners and the Council. The programme is intended to support school improvement in inclusion and special educational needs and disabilities, digital and AI-enabled education, wellbeing, sustainability, innovation, and oracy and communication-rich learning. Delivery is centred on Croydon schools, with European destinations to be confirmed.

This procurement is at the preliminary market engagement and planning stage, not a call for competition. Croydon expects to use the responses to understand the market and inform possible future commissioning arrangements. Organisations wishing to register interest are expected to respond by 21 September 2026, with the Council then reviewing submissions and potentially engaging with suitable organisations. The planned contract period is 1 January 2027 to 31 December 2029. There is one planned service grouping, intended to be suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Responses should cover relevant experience, capacity and delivery capability, including a comparable programme example, within a 250-word limit. Participation will not provide an advantage in any future procurement.

This will suit organisations that have demonstrable experience managing and delivering Erasmus+ projects and international education mobility programmes for schools or public-sector bodies. Strong candidates will be able to evidence the number and types of projects delivered, international networks and the organisational infrastructure to manage a programme from participant selection through to final evaluation and grant reporting. The expected capability covers international travel and accommodation, participant eligibility and allocation, safeguarding and welfare, risk management, teacher training and continuing professional development, grant compliance, financial monitoring, evidence gathering, evaluation and outcomes reporting. Providers should also be able to coordinate schools, the Council, training providers and international partners, while aligning education activity with priorities such as inclusion, digital learning, wellbeing, sustainability, innovation and communication-rich learning. The engagement is a chance to prepare and demonstrate relevant specialist experience before any future competition.

## Notice

This is not a call for competition. The London Borough of Croydon is undertaking preliminary market engagement in relation to the potential commissioning of an Erasmus+ teacher/educator training and international mobility programme for Croydon schools. The Council is seeking expressions of interest only from organisations with demonstrable previous experience of managing and delivering Erasmus+ projects and international education mobility programmes on behalf of schools or public-sector organisations. The appointed provider would be expected to provide end-to-end programme management, including: * Previous experience of successfully managing and delivering Erasmus+ projects, including details of the number and type of projects delivered * Management and coordination of international teacher training, CPD and school visits across European destinations, with destinations to be confirmed * Organisation and management of participant travel, accommodation, and associated logistics * Support with participant recruitment and selection, including ensuring appropriate eligibility and allocation processes * Management of Erasmus+ grant administration, financial monitoring, evidence, and reporting requirements * Support for safeguarding, risk management and participant welfare throughout the programme * Delivery or commissioning of high-quality teacher CPD and training aligned to the agreed programme objectives * Development and implementation of programme evaluation, impact measurement, and outcomes reporting * Monitoring and reporting on participant outcomes and the wider impact of the programme on participating schools; and * Effective stakeholder management and communication with the Council, schools, training providers, and international partners. The programme is intended to support Croydon schools in developing practice in areas including inclusion and SEND, digital and AI-enabled education, wellbeing, sustainability, innovation, and oracy/communication-rich learning, aligned with relevant Erasmus+ priorities. Providers should only register an interest where they can demonstrate the relevant specialist experience, capacity, international networks and organisational infrastructure required to manage an Erasmus+ mobility programme from participant selection through to final evaluation and grant reporting.
