## Summary

The British Business Bank is exploring an enterprise fraud and financial crime tooling ecosystem to support its fraud and financial crime activities. The intended scope covers workflow and case management, due diligence, screening and monitoring, and identity and document verification. This is a technology and financial-crime services requirement, with the classification linked to fraud audit services. Delivery is expected across the United Kingdom. The procurement is organised as one planned lot and is intended to support the Bank’s operational requirements through an integrated set of capabilities rather than a single narrowly defined service. Suppliers with relevant fraud, financial crime, compliance technology or identity verification offerings should find the subject matter relevant.

This process is at preliminary market-engagement and planning stage, before any invitation to tender. The Bank expects to use supplier responses to test the commercial and technical feasibility of the requirement and shape its future procurement strategy, delivery model, whole-life cost assessment, implementation and migration planning, and proposed lot structure. The engagement is through a one-way questionnaire and is voluntary. The Bank expects responses by 22 September 2026. A future contract is anticipated to start on 1 June 2027 and run to 31 May 2035, with a possible extension to 31 May 2037. The estimated contract value will be determined after engagement; the current recorded value is £0. The procurement is above threshold.

The future requirement is likely to suit established suppliers of enterprise fraud and financial crime platforms, case-management systems, due-diligence and screening tools, transaction or activity monitoring, and identity or document verification services. It may also suit providers able to integrate several of these capabilities into a wider ecosystem and support a complex organisation through implementation, data migration and ongoing operation. The Bank is seeking evidence of market capability, viable delivery models, whole-life cost implications, and realistic implementation and migration timescales. Suppliers should therefore be prepared to explain their technical approach, integration capability, operating model and experience delivering comparable financial-crime technology. This stage is for market input and preparation, not for bidding for a contract.

## Notice

The British Business Bank (The Bank) is undertaking preliminary market engagement to inform the potential future procurement of an enterprise Fraud and Financial Crime (FFC) tooling ecosystem. The proposed capability is intended to support FFC activities across workflow and case management, due diligence, screening and monitoring, and identity and document verification. The purpose of this engagement is to test the commercial and technical feasibility of the emerging requirement and to improve the Bank's understanding of market capability, delivery models, whole-life costs, implementation and migration timescales, and the implications of the proposed lot structure. The estimated contract value will be determined following completion of the engagement exercise, hence the current PS0 value within this notice.
