## Summary

The UK Health Security Agency (UKHSA), acting for the Secretary of State for Health and Social Care, is exploring vaccine products and activity across the national immunisation programme. The work covers the full vaccine pathway: facilitating innovation, supporting the development and deployment of safe and effective vaccines, and enabling reliable procurement, storage and distribution. It also aims to increase vaccine uptake and reduce infectious disease. This is a goods requirement for vaccines, with activity relevant to suppliers operating in the vaccine and wider life sciences sector. UKHSA’s Vaccine Prospectus sets out its programmes, policy objectives, approach to working with industry and potential future ways to work with the agency. The relevant public-sector customer is UKHSA in London.

This procurement is at the planning stage and is not an invitation to tender. UKHSA has published an intention to engage organisations across industry, academia, research institutions and the wider life sciences sector to increase awareness and encourage discussion. The expected procurement approach has not been settled in the available process information. An engagement milestone is scheduled for 1 January 2030, and the planned contract period is shown as 1 January 2030 to 2 January 2030. These are the buyer’s indicative expectations rather than a tender deadline. The process concerns one planned lot for vaccine products. UKHSA states that publication of the Vaccine Prospectus does not commit it to undertake procurement activity.

This will suit vaccine manufacturers, developers, research organisations, academic institutions and other life sciences businesses with relevant capabilities across the vaccine pathway. Potentially relevant strengths include vaccine research and development, clinical or other evaluation work, regulatory and safety expertise, manufacturing, supply-chain management, storage, distribution and population-level immunisation support. Organisations able to contribute to innovation while meeting the requirements for safe and effective vaccines may be well placed to engage. The prospectus is also relevant to businesses interested in helping the public sector improve vaccine uptake and reduce infectious disease. It provides an early opportunity to understand UKHSA’s priorities and prepare for possible future procurement or collaboration, rather than a contract that can be bid for now.

## Notice

Improving health outcomes through vaccines is a priority for the UK Health Security Agency (UKHSA). We aim to use UKHSA's capabilities across the full vaccine pathway to facilitate innovation and support the development and deployment of safe and effective vaccines, ensure the reliable and timely procurement, storage and distribution of vaccines, and drive increased uptake among the population to reduce the burden of infectious disease. UKHSA published a Vaccine Prospectus in August 2026, which sets out the work that UKHSA and the wider health family do to sustain and grow the UK's world-leading role in immunisation. It details the scope of our programmes, our policy objectives, how we work with industry, and forthcoming opportunities to work with us.
