## Summary

West Yorkshire Combined Authority is planning a supply chain support programme for manufacturing small and medium-sized enterprises across West Yorkshire. It intends to appoint an experienced delivery partner to design and deliver support that strengthens supply chain capability, improves procurement readiness, helps businesses secure relevant accreditations, supports diversification into high-growth sectors such as defence and energy security, encourages adoption of new technologies, and opens access to original equipment manufacturers, major contractors and larger organisations. The service will also include engagement activities, networking, workshops, masterclasses and wider business support interventions, helping manufacturing SMEs secure contracts and grow in regional, national and international supply chains. This is a business and management consultancy and related support service, with an element of research and development consultancy.

This procurement is at the planning stage and the buyer is seeking market insight before issuing its competition; it is not an invitation to tender. The buyer expects to use a single-lot open procedure for services. The indicative maximum value is £2,000,000 excluding VAT (£2,400,000 including VAT). The buyer expects the contract to run from 1 December 2026 to 30 March 2029. It expects the tender period to end at 14:00 on 9 November 2026, enquiries to close at 23:00 on 22 October 2026, and the award decision period to end on 30 November 2026. Market engagement includes a Microsoft Teams session expected on 23 September 2026 from 13:00 to 14:00, with registration for engagement expected by 22 September 2026.

The future requirement will suit organisations with demonstrable experience designing and delivering business support or supply chain development programmes, particularly for manufacturing SMEs. Strong candidates are likely to understand procurement readiness, supply chain fragmentation, diversification, market access and business resilience, and be able to help firms work with original equipment manufacturers, major contractors and larger organisations. Relevant capability includes securing industry accreditations, supporting technology adoption, and developing pathways into sectors such as defence and energy security. The delivery partner will need to combine strategic consultancy with practical interventions, including workshops, masterclasses, networking and business engagement. Experience of regional, national and international supply chains, SME engagement, contract-generation activity and collaborative work with public-sector commercial or advanced manufacturing teams would be relevant preparation for the planned competition.

## Notice

West Yorkshire Combined Authority would like to invite interested suppliers to take part in this pre-market engagement activity to support the development of a West Yorkshire Supply Chain Programme. The main aim of this engagement includes gaining market insights, understanding market practices, and helping shape the final statement of requirements. West Yorkshire has a strong manufacturing economy worth PS7.7 billion and employing around 110,000 people. The region is home to nearly 6,000 manufacturing SMEs which play a crucial role within local, national and international supply chains. However, there is currently a gap in dedicated supply chain support, with many SMEs facing challenges around supply chain fragmentation, procurement readiness, diversification, access to new markets and engagement with larger organisations. These challenges can limit business growth, competitiveness and resilience. The Combined Authority is seeking to procure an experienced delivery partner to design and deliver a comprehensive supply chain support programme across West Yorkshire. The programme will support manufacturing SMEs to strengthen supply chain capability, diversify into high-growth sectors including defence and energy security, improve procurement readiness, secure relevant accreditations, adopt new technologies and access opportunities with OEMs, Primes and larger organisations. The programme will also facilitate engagement activities, networking opportunities, workshops, masterclasses and business support interventions that help businesses secure new contracts and grow within regional, national and international supply chains. Please note that this PPN is for prior information only, to inform potential suppliers of an upcoming opportunity and an engagement event for those interested in bidding. Additional Information A pre-market engagement event will be held via Microsoft Teams on Wednesday 23rd September from 13:00 - 14:00. Attending will be members of the Combined Authority's Advanced Manufacturing Team and Commercial Team. This session will give an overview of the Combined Authority's requirements and procurement process and allow prospective bidders to ask detailed questions.
