## Summary

NHS England is seeking a supplier to design and deliver the Engineering and Estates Management specialism of its Graduate Management Training Scheme. The requirement is for a postgraduate education programme supporting NHS-employed graduates through structured rotational placements across healthcare systems in England. The programme should provide an accredited Level 7 qualification, such as a postgraduate diploma or Master’s, in Building Services Engineering or an equivalent subject relevant to NHS operational and safety-critical environments. The contract is scheduled to run from 1 September 2027 to 20 October 2031, with an optional four-month, zero-value extension subject to review and approval; the maximum permitted end date is 20 February 2032. The maximum value is £825,000 excluding VAT, or £990,000 including VAT, capped at £11,000 excluding VAT per trainee. Evaluation is weighted 60% technical quality, 10% social value and 30% commercial cost.

This opportunity suits universities, higher education providers and specialist professional education organisations able to deliver an accredited Level 7 Building Services Engineering programme or equivalent. Suppliers should have the academic expertise to apply building services engineering to healthcare estates, including operational and safety-critical settings, and the capability to support graduates through structured learning alongside rotational NHS placements. The successful organisation will need robust systems for enrolment, assessment, learner support, academic administration, progress reporting, timetabling and quality assurance. It should also be able to manage delivery for nationally coordinated cohorts, work with NHS stakeholders and contribute to contract management arrangements. Organisations with established postgraduate teaching, relevant accreditation, experienced academic staff and the capacity to provide consistent support across England are well placed to compete.

## Notice

NHS England (NHSE) are commencing a tender process to identify a supplier who has the capability, capacity and the expert knowledge to design and deliver a high quality postgraduate education programme for a new Engineering and Estates management specialism, commencing from academic year 2027/28. This opportunity forms a core academic component of a nationally coordinated graduate training pathway and will support cohorts of NHS employed graduates undertaking structured rotational placements across healthcare systems in England. The education provision is expected to align with a Level 7 postgraduate qualification (PGDip or Master's) in Building Services Engineering, directly applicable to NHS operational and safety critical environments. The Supplier will be responsible for delivering an accredited Level 7 Building Services Engineering or equivalent programme that supports the wider GMTS pathway and shall provide the academic education provision required to support GMTS EEM trainees through a Level 7 programme. This shall include programme delivery, learner enrolment, assessment, learner support, academic administration, progress reporting, timetable planning, quality assurance and participation in contract management arrangements. The maximum financial envelope for this procurement exercise is PS825,000.00 exclusive of Vat (Capped per Trainee of up to PS11,000 ex Vat) . The duration of contract will be for fifty (50) months with an optional zero value extension of four (4) months subject to review and approval. The deadline for completed ITT submissions will be 8th October 2026 at 12:00noon (midday).
