## Summary

Bristol City Council is seeking a single supplier to deliver services for children affected by parental offending in Bristol. The requirement combines three strands: training and networking for professionals working with children, including schools, family help, family hubs and social care; direct, whole-family support for children and young people, including tailored one-to-one work, peer groups and activities, with support for the non-offending parent where needed; and parenting courses for parents in prison. The services are intended to raise professional awareness, support children and families affected by parental offending, maintain relationships during imprisonment, improve family dynamics and help reduce reoffending. This is a community, social and personal service requirement.

The process has reached tender: Bristol City Council invited suppliers to submit an expression of interest through a selective competitive procedure with negotiation. Responses are to be submitted electronically in English by 30 September 2026 at 12:00 noon. The estimated procurement value is £80,000, in a single lot for one supplier. The opportunity concerns services delivered in Bristol. Suppliers are asked to express interest and complete the required expression of interest form. The procurement is intended to test market interest before the council progresses its contracting approach. The published process does not set out a separate contract start or end date, evaluation weighting or enquiry deadline.

This opportunity suits an established community, family-support or criminal-justice organisation able to provide an integrated service for children, families and imprisoned parents. Relevant capability includes designing and delivering awareness training for professionals, organising networking events, maintaining a reliable advice and signposting function, and providing tailored one-to-one support for children and young people. Suppliers should also be able to facilitate peer-support groups and activities, work with the wider family and support the non-offending parent. Experience of developing and delivering parenting courses for people in prison is directly relevant, as is the ability to help families maintain relationships across separation. The single-supplier model favours an organisation able to coordinate all three strands consistently across Bristol.
