## Summary

Stockton-on-Tees Borough Council procured specialist demolition works for two defective structures on the Castle Eden Walkway. The structures had significant defects and structural failures, no longer served a functional purpose and presented a potential safety risk to people using the walkway. The requirement was to demolish them safely and efficiently, removing the hazard and avoiding disproportionate repair and future maintenance costs. This is a works contract for demolition activity, classified under CPV 45111100. Delivery is at the Castle Eden Walkway in the Stockton-on-Tees area. The council is the public-sector buyer and the requirement was awarded to A.Buckler Haulage Limited, an SME demolition and haulage business.

The procurement is complete and the contract is active. It used a below-threshold limited competition, accessed through the NEPO221 Lot 1b framework. Expressions of interest were requested from all 14 suppliers on that framework lot; five suppliers were invited to tender and two bids were returned. A.Buckler Haulage Limited was awarded the single lot after scoring 88% against the available Price and Quality criteria. The contract was signed on 4 August 2026, runs from 28 August to 27 September 2026, and is valued at £41,050 excluding VAT (£49,260 including VAT). The expected demolition period was two to three weeks. No social value requirements were requested.

This procurement indicates demand for specialist demolition capability from Stockton-on-Tees Borough Council, particularly where defective or redundant structures create public-safety risks and ongoing maintenance liabilities. A credible competitor for a future requirement would need to demonstrate safe, efficient demolition of structures in public-access settings, including the ability to manage hazards around a walkway and complete short-duration works. The successful offer shows that both price and quality were decisive, with quality needing to support a strong overall evaluation result. Suppliers should therefore be able to evidence relevant demolition experience, competent site and risk management, suitable equipment and workforce capacity, and reliable delivery within a tightly defined programme. Experience of framework-based, limited competitions would also be commercially relevant.

## Notice

We are procuring the services of a specialist demolition contractor to safely and efficiently demolish two defective structures located on the Castle Eden Walkway. The structures are experiencing significant defects and structural failures, and assessments have determined that repairing them to a safe and serviceable standard would incur costs substantially greater than those associated with demolition. After expressions of interest were requested from all 14 suppliers on the NEPO221 Lot 1b framework The tender was sent out to 5 suppliers with 2 bids being returned and the successful supplier scoring 88% of the total 100% available for Price and Quality. No Social Value was requested on this tender as the expected time for demolition is 2 - 3 weeks. The structures no longer serve any functional purpose and therefore do not justify the significant investment required for repair or ongoing maintenance. In addition, their deteriorated condition presents a potential safety risk to members of the public using the walkway beneath and around them. Demolition is therefore the most cost-effective, proportionate, and risk-based solution to eliminate the hazard, protect public safety, and remove the future maintenance liability associated with these redundant assets.
