## Summary

Severn Trent Water Limited intends to establish a multi-supplier framework for coal mining risk assessment services, supporting both planned programmes and reactive requirements. The work will involve desk-based reviews of available information on potential coal mining hazards; identifying and assessing risks from historic coal mining, including cumulative impacts; defining mitigation measures or works needed for safe development; and supplying information for Coal Authority permit applications and any later licences or agreements needed for construction. The buying organisations are Severn Trent Water Limited and Hafren Dyfrdwy Cyfyngedig. Services are expected across England, including the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East and South West, as well as Wales. The service is classified as geology services (CPV 71351910).

This procurement is at the planning stage, with the buyer testing market appetite and supplier capability before finalising its strategy. The expected approach is a multi-supplier framework under the utilities regime, although its scope and structure may be refined after engagement. The buyer expects to publish the next notice on 1 November 2026 and has scheduled market engagement, through an online form, to close on 15 October 2026. The framework is expected to run from 1 May 2027 to 1 May 2030, with renewal provision allowing the arrangement to extend to 1 May 2035. It is intended to cover one lot and is above the relevant threshold. The procurement is services-focused and is planned to support repeatable delivery and consistent performance across both planned and reactive work.

The work is likely to suit geological, mining-risk, geotechnical and environmental consultancies able to assess the legacy hazards associated with coal mining across a broad geographic area. Relevant suppliers should be able to carry out robust desk-based investigations, interpret historic mining and site information, assess development and cumulative risks, and recommend practical mitigation or remediation measures. Experience preparing technical information for Coal Authority permit applications, licences and construction-related agreements will be important. The buyer is particularly interested in efficient, repeatable delivery and consistent outcomes, so firms with established assessment methods, quality controls and capacity to respond to both planned programmes and reactive instructions should prepare. The framework is identified as suitable for SMEs and voluntary, community or social enterprises, creating scope for smaller specialist providers as well as larger multidisciplinary teams.
