## Summary

Durham County Council is procuring cash collection and cash-in-transit services. The requirement covers secure collection of cash and cheques from collection points, secure storage while in transit, and onward delivery or deposit at another collection point, an approved cash-receiving facility or a bank. Banking arrangements may change during the contract. The supplier must also provide secure overnight storage when required and a change-float service, either scheduled or on an ad-hoc basis, to specified collection points. This is a financial and insurance service, with activity centred on the Council’s collection and banking arrangements. The buyer is Durham County Council, a sub-central public authority.

The procurement has reached tender: Durham County Council invited offers through an open procedure. Questions had to be submitted by 18 September 2026 at 12:00, and offers were due by 5 October 2026 at 12:00. The Council expected to complete its award decision by 16 October 2026 at 23:59. The estimated value is £400,000 excluding VAT, or £480,000 including VAT. The initial contract period is from 1 December 2026 to 30 November 2028, with an option to extend for a further two years, giving a maximum term ending on 30 November 2030. Evaluation is based on price at 50%, technical questions at 40% and social value at 10%.

This opportunity suits cash-in-transit and secure cash-handling providers able to collect cash and cheques from multiple points, protect them throughout transit, and deliver or deposit them securely with banks or approved receiving facilities. Suppliers need operational arrangements for secure storage, including overnight holding when required, and the ability to provide change floats on both planned and short-notice requests. The service also favours businesses that can manage changing banking destinations and maintain reliable collection, custody and delivery processes across the Council’s requirements. English-language electronic bids are permitted. Organisations with established secure transport, cash custody, banking-deposit and change-float operations are the most directly aligned.
