## Summary

Network Rail Infrastructure Limited intends to procure an end-to-end virtual accessibility tours service for a baseline portfolio of 250 designated railway stations across Great Britain. The service is expected to cover station surveys, LiDAR scanning, panoramic photography, accessible interactive virtual tours and related digital assets. It would also include publication support, testing, accessibility assurance, implementation, training, ongoing technical support and maintenance, content updates, and future re-scanning. This is a service procurement combining surveying, digital mapping, specialist photography, software-related work, data processing and software support. The work will support accessibility information for railway passengers and station users across Great Britain.

This procurement is at the planning stage and the buyer is conducting preliminary market engagement rather than inviting tenders. Network Rail expects to seek supplier feedback on draft requirements, the deliverability of its timetable and the suitability of a fixed-price commercial model where station composition and sequencing may change. Responses to the engagement are due by 17 September 2026. A subsequent notice is expected on 7 October 2026. The current assumption is that the contract would be awarded in early February 2027, with an initial 100 station tours delivered, accepted and operational by June 2027 and the remaining 150 by October 2027. The planned contract period runs from 5 February 2027 to 4 February 2032. The procurement is arranged as one lot.

The work is likely to suit suppliers able to manage a multi-disciplinary digital accessibility programme at railway-station scale, either directly or through a coordinated delivery team. Relevant capability includes surveying live transport sites, LiDAR capture, panoramic and specialist photography, digital mapping, interactive virtual-tour production, accessible user-interface and content design, data processing, software implementation and platform support. Suppliers should be prepared to provide testing and accessibility assurance, publish and maintain digital assets, train Network Rail users, update station content and carry out future re-scanning. The programme will require capacity to sequence work across 250 stations and deliver an initial tranche of 100 tours followed by 150 more. Businesses with experience integrating field surveying, digital production and long-term service support should monitor the procurement as it develops.

## Notice

Network Rail is looking to procure an end-to-end Virtual Accessibility Tours service for a baseline portfolio of 250 designated railway stations across Great Britain. The proposed service would include station surveys, LiDAR scanning, panoramic imagery, creation of accessible interactive virtual tours and supporting digital assets, publication support, testing, accessibility assurance, implementation, training, ongoing support and maintenance, content updates and future re-scanning services. The current delivery assumption is that, following a planned contract award in early February 2027, the first 100 station tours would be delivered, accepted and operational by June 2027, with the remaining 150 completed by October 2027. The purpose of this preliminary market engagement is to obtain supplier feedback on the draft requirements, the deliverability of the proposed timetable and the suitability of a fixed-price commercial model where the station composition and sequencing may change.
