## Summary

Caledonian Maritime Assets Ltd is procuring commercial cost adviser services for the Ardrossan Harbour Redevelopment Project in Ardrossan. The requirement covers support across the project’s development and delivery phases, including commercial and cost management, procurement and contract advice, cost planning, risk and change management, project controls, tender evaluation and business-case support. It also includes related consultancy services. This is a professional services requirement focused on cost consultancy, commercial management and project controls for a major harbour redevelopment. The work is delivered in support of the Ardrossan project, with the buyer acting as harbour authority and asset owner. The relevant classification is CPV 71244000, covering cost calculation and cost monitoring.

The procurement is complete and has been awarded following a further competition under Lot 9 of the Scotland Excel Engineering and Technical Consultancy Framework Agreement. Caledonian Maritime Assets Ltd selected T&T, which achieved the highest overall score against the published award criteria and weightings. The procedure was a limited award without prior publication of a call for competition, using a framework-based competition among suppliers assessed as having the capability and capacity to deliver the requirement. The award is active and the contract was signed on 8 September 2026. Its value is £735,371. The procurement falls within the Utilities Contracts (Scotland) Regulations context and is covered by the Government Procurement Agreement. No contract duration is stated.

This procurement indicates demand for an integrated commercial cost adviser able to support a harbour redevelopment from development through delivery. A credible competitor for a similar requirement would need demonstrable expertise in commercial and cost management, cost planning, procurement and contract advice, project controls, risk and change management, tender evaluation and business-case development. The buyer’s approach also favours suppliers with the capacity to support a complex infrastructure project across multiple phases, rather than a narrow cost-estimating brief. Experience of working within formal public-sector framework arrangements and participating in competitive call-offs would be relevant. The result shows that a large consultancy with the breadth to provide coordinated commercial, procurement and cost services can satisfy this buyer’s requirement.

### Procurement Information

CMAL intends to award a contract for Commercial Cost Advisor services in support of the Ardrossan Harbour Redevelopment Project following a further competition conducted under Lot 9 of the Scotland Excel Engineering and Technical Consultancy Framework Agreement (Ref. 1025). Prior to tendering, CMAL undertook a capability and capacity assessment across suppliers appointed to the relevant Framework lot. Suppliers assessed as capable of delivering the requirement were invited to participate in a further competition through PCS-Tender. Tenders were evaluated in accordance with the published award criteria and weightings, with Turner & Townsend achieving the highest overall score and being identified as the preferred bidder. CMAL is procuring these services in connection with activities that fall within the scope of the Utilities Contracts (Scotland) Regulations 2016 ("UCR"). The Scotland Excel Framework was established under the Public Contracts (Scotland) Regulations 2015 ("PCR"). CMAL has obtained legal advice regarding the use of the Framework for this requirement. CMAL considers that: it is entitled to access and use the Framework as an authorised user; the services required fall within the scope of the Framework and the relevant lot; the Framework was established through a transparent and competitive procurement process; and the further competition has provided a fair and competitive opportunity to capable Framework suppliers. CMAL acknowledges that use of a Framework established under PCR for a requirement falling within UCR may give rise to an arguable technical procurement risk. However, having regard to the competitive process used to establish the Framework, CMAL's entitlement to use it, the scope alignment of the services, and the competitive further competition undertaken, CMAL considers there to be a reasonable and proportionate basis for proceeding with the proposed award. Accordingly, CMAL is publishing this VEAT notice in the interests of transparency and intends to conclude the contract following expiry of a voluntary standstill period, provided no successful challenge is received.
