## Summary

Fife Council is procuring roadstone and related quarry materials for its Roads Operations, which construct and maintain carriageways and footways across Fife. The requirement covers four areas: Type 1 sub-base granular materials, including Series 800 dry materials and Series 500 aggregates; single-sized and graded roadstone and concrete aggregates; coated roadstone; and ready-mix concrete. Materials will support the Council’s local transport strategy and roadworks across Fife. The procurement is for goods, including roadstone (CPV 44113140), gravel, sand, crushed stone and other aggregates, coated roadstone, and ready-mixed concrete. Suppliers able to serve sites throughout Fife are relevant, with access to a range of local sources identified as important.

This opportunity suits quarry operators, aggregate producers, roadstone manufacturers, ready-mix concrete suppliers and distributors with reliable capacity across Fife. Relevant suppliers should be able to provide materials that meet the Specification for Highway Works and applicable British and European Standards, including the specified dry, coated and concrete products. Bidders must provide a list of proposed subcontractors and should have the financial capacity to support supply and delivery at framework scale. The Council expects current ratios of at least 1 based on the last two years’ published and audited accounts; explanations and further financial checks may apply where this is not met. Suppliers must also offer community benefits, comply with performance KPIs and support electronic ordering and payment processes.

Fife Council's Roads Operations are responsible for the provision of a local transport strategy for Fife Council, which includes the construction and maintenance of carriageways and footways within Fife. The purpose of the tender is to meet all the requirements in the supply of road stone materials and other general quarry requirements, which includes aggregates, dry and coated materials, as well as ready mix concrete. Roads Operations activities take place across Fife and cover a range of works, therefore access to a range of suppliers across Fife is critical
