## Summary

Train Information Services Limited procured integrated service desk and AWS management services supporting the UK rail information environment. The service originated with the National Rail website and Darwin, providing live departure boards, journey planning, fares, station information and disruption updates for passengers and train operating companies. It now supports services under the National Rail brand, including Railcards, Days Out Guide, the Rail Data Marketplace and the GBR.uk website. The requirement is primarily helpdesk and user support, combined with cloud hosting management and operational service management. Delivery supports a fully integrated environment used for customer-facing rail information and related regulated requirements. The procurement is classified as services, with helpdesk and support services as the stated classification.

The procurement is complete and was awarded through a direct award to Colibri Digital under the utilities regime. Train Information Services Limited awarded the variation agreement on 9 September 2026 for £3,139,683 excluding VAT, or £3,767,620 including VAT. The initial contract period runs from 21 September 2026 to 5 September 2027, with the agreement allowing up to two further extension periods of at least 12 months each, by mutual agreement, to a maximum extent of 5 September 2029. The buyer justified the direct award on the basis that replacing the incumbent would require significant redevelopment, integration, testing, migration and implementation, creating disproportionate technical and operational difficulties. One lot was awarded, and the award is active.

This procurement demonstrates sustained demand for suppliers able to operate critical rail information services across service desk support, AWS hosting management and integrated digital platforms. A credible competitor for a future requirement would need strong cloud operations capability, particularly in managing AWS environments, alongside a mature service desk able to support high-profile customer and industry services. Relevant experience would include maintaining live, integrated systems; handling operational incidents and disruption-related information; supporting websites, data marketplaces and journey or travel information services; and working within a regulated rail context. The buyer’s stated rationale also shows that continuity, proven operational performance, deep knowledge of the existing environment and the ability to manage complex redevelopment, migration, testing and integration would be important competitive strengths.

## Notice

The SIAM Service desk and AWS management service has been provided by Colibri in its various forms since 2012 and was responsible for the first move into cloud computing/hosting for the industry. The service was originally implemented for the NationalRail website and Darwin services providing customers and TOC's with rail information, including live departure board information, journey planning, fare information, Stations and disruption updates fulfilling many regulated requirements. The service subsequently evolved to support all services under the National Rail branding that includes Railcards, Days Out Guide and other non-Nationalrail products, most recently the Rail Data Marketplace and the new GBR.uk website.

### Procurement Information

RDG considers that replacing the incumbent solution would require significant redevelopment, integration, testing, migration and implementation activities in order to replicate the existing functionality and operational performance of the current service. Whilst alternative suppliers exist within the wider market for both parts (Service desk & AWS Hosting Management) implementation of an alternative solution or solutions (could be split as there might not be a supplier who could be both) would create substantial technical challenges and introduce a significant programme of change for a service that is currently fully operational and integrated within RDG's existing environment. RDG therefore considers that a change of supplier would result in disproportionate technical difficulties in implementation, operation and maintenance, satisfying the requirements of Schedule 5 of the Procurement Act 2023 relating to additional or repeat services supplied by the existing supplier.
