The service would support an Oracle e-Business Suite application and related auxiliary services, Qlik Sense business intelligence reporting, OCR intelligent scanning, warehouse management and other reporting systems. The work is primarily IT managed support and consultancy, including supply-chain capabilities for warehouse management and the rollout and further development of discrete manufacturing processes in a regulated environment. Delivery would support Health Boards, Trusts, Special Health Authorities and hosted organisations across Wales. The requirement relates to existing perpetual Oracle licences and excludes migration of the e-Business application to a software-as-a-service model. This is a preliminary market engagement exercise at the planning stage, not a formal procurement or call for competition. NHS Wales expects to use supplier feedback to refine the scope, service model and future procurement strategy. Suppliers are expected to express interest and request the Market Engagement Briefing Document by 2 October 2026. Structured engagement sessions are planned for 5, 8 and 14 October 2026, with 10 sessions available. The anticipated contract is a single lot for services, planned to run from 1 April 2028 to 31 March 2033, with renewal possible up to 31 March 2037. The estimated value is £8 million excluding VAT, or £9.6 million including VAT. A future notice is anticipated on 23 November 2026. This engagement will suit established Oracle E-Business Suite managed-service providers with demonstrable supply-chain expertise, particularly in warehouse management systems and discrete manufacturing environments. Relevant suppliers should be able to support enterprise finance, procurement and inventory operations, associated reporting platforms, OCR scanning and wider business systems in a regulated public-sector setting. The buyer is seeking evidence of service capacity, delivery approaches, innovation and commercial models, as well as indicative rates. It also wants insight into artificial-intelligence development and the potential benefits of deploying AI through Oracle E-Business Suite. Businesses should therefore be prepared to explain their Oracle support capability, supply-chain delivery model, warehouse and manufacturing experience, capacity, and approach to innovation without relying on a software-as-a-service migration. ## Notice NHS Wales Shared Services Partnership (NWSSP), hosted by Velindre University NHS Trust, are issuing this Market Engagement Notice to engage with the suppliers to gather feedback on market capabilities and capacity for the provision of managed services to support the operation of a finance, procurement and warehouse management system. The Central Team eBusiness Services (CTeS), within NWSSP, manage and supervise several core national enterprise systems which are used by Health Boards, Trusts, Special Heath Authorities, and Hosted Organisations, in Wales. These systems are collectively known as the FMS Enterprise System and include: - An e-Business Application System, including auxiliary services, which is facilitated through the Oracle eBusiness suite. - A Business Intelligence (BI) reporting system, facilitated through Qlik Sense. - An OCR Intelligent Scanning Management System - A Warehouse Management System - Other BI Reporting Systems The purpose of this market engagement exercise is to gather greater insight into the market's capacity and capabilities in relation to provision of managed services and NWSSP are specifically seeking engagement from suppliers who are e-Business Suite experts with supply chain capabilities specifically covering warehouse management and who can also support to roll out and further development of discrete manufacturing processes within a regulated environment. The analysis of feedback obtained from this exercise will allow NWSSP to further develop its strategy and refine its service delivery requirements ahead of any potential procurement. The main objectives of this exercise are to: - Assess the level of interest in the marketplace from suppliers who can support the Oracle eBusiness Suite (EBS), - Test market capability and capacity, - Validate the proposed scope and service model, - Understand delivery approaches, innovations and commercial models and indicative rates, and - Explore development and innovation in relation to AI and the benefits that may be realised with its deployment through the Oracle eBusiness Suite. The provision of the Oracle EBS is facilitated through existing perpetual licences, and the scope of this engagement exercise does not include migrating the e-Business Application System to a Software as a Service (SaaS) model. This exercise is not a formal procurement process, does not constitute a call for competition and does not commit NHS Wales to any future procurement. However, information gathered through this engagement will help inform the development, scope and future direction of the project.
