## Summary

Durham County Council is procuring manned security guard services for Aycliffe Secure Centre. The site provides care and education for up to 34 vulnerable and complex young people, both male and female, aged 10 to 18. It also includes a Transition Home for up to four young people moving from the secure centre into community-based accommodation. The requirement is for security services delivered at the centre and its associated accommodation. The contract covers operational security provision rather than equipment supply or construction. This opportunity will suit providers able to operate in a secure care and education setting, protect young people and staff, and adapt their service to the needs of a live residential environment.

The buyer invited offers through an above-threshold open procedure. Enquiries had to be submitted by 7 October 2026 at 12:00, and tenders by 12 October 2026 at 10:00, through the Open Portal. The planned award decision date was 27 October 2026. The contract is scheduled to run from 1 February 2027 to 31 January 2029, with one possible 24-month renewal to 31 January 2031, subject to performance and a requirements review. Its estimated value is £900,000 excluding VAT, or £1,080,000 including VAT. There is one lot. Evaluation gives 40% to price, 25% to service delivery, 25% to contract management and 10% to social value.

The requirement suits a security contractor already approved under the SIA Approved Contractor Scheme. The organisation must be approved for both Security Guard and Public Space Surveillance (CCTV) licensable activities and must appear on the SIA ACS Approved List of Contractors. Subcontracting cannot be used to meet this approval requirement. Bidders should therefore have an established, compliant security operation with suitably licensed personnel and the systems to provide manned guarding and CCTV-related surveillance. The contract also suits an SME and requires the supplier to manage changing operational needs, including increases or reductions in hours, staffing levels, locations or service scope. Providers should be able to scale resources and maintain service continuity when requirements change.

## Notice

The Council requires a Security Provider to deliver manned security guard services at Aycliffe Secure Centre. Aycliffe Secure Centre is registered to provide care and education for up to 34 vulnerable and complex male and female young people, aged between 10-18. There is also a Transition Home attached to the secure building which can accommodate up to 4 young people moving from within the Secure Centre to community-based accommodation. ### Lot Information

Lot 1

Options: The standard service requirements may be subject to change during the Contract Term, including increases or decreases to operational hours, staffing levels, locations, or the nature of the services required. The Supplier shall be required to support the Council in implementing any such changes, whether temporary or permanent. * Where the standard requirement (excluding emergency provision) is increased, the Council will provide not less than 14 calendar days notice. * Where the standard requirement is decreased, including any reduction in operational hours and/or staffing levels, the Council will provide not less than 30 calendar days notice. The Supplier acknowledges that service requirements may vary over the Contract Term and shall have no entitlement to compensation, loss of profit, cancellation charges, redundancy costs, standing time costs, or any other additional payment arising solely as a result of a reduction in the services required by the Council. Payment shall only be made for services actually delivered in accordance with the Contract.

Renewal: 1 x 24 months, subject to performance and requirements review.
