## Summary

Fairhive Homes Limited intends to procure a hosted Learning Management System and associated services. The requirement covers software and e-learning services, including supply, configuration, implementation, data migration, testing, user acceptance, go-live support and hypercare. The system will manage learning pathways, compliance training, certification, reporting, dashboards, user administration, workflows, notifications and branding. It must support SCORM 1.2/2004 content, accessibility, mobile use and manager and learner functions. Required integrations include Microsoft Entra ID single sign-on and user provisioning, Microsoft Teams and Outlook calendars, plus the wider Fairhive systems environment. The supplier will provide training, hosting, storage, backups, disaster recovery, service desk support, maintenance, service levels, account management, reporting and continuous improvement. Delivery covers England across the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East and South West.

This procurement is at the planning stage: Fairhive has announced its intention to buy, but this record is not an invitation to tender. The planned approach is a below-threshold open competition for a single supplier. The buyer’s indicative date for the next notice is 14 September 2026, and the procurement is expected to run to 5 October 2026. The anticipated contract period is 15 February 2027 to 14 February 2029, with a possible renewal extending the maximum period to 14 February 2031. The estimated value is £125,000 excluding VAT and £150,000 including VAT. One planned lot is suitable for SMEs. Fairhive expects to assess the optimum combination of quality, measurable social value and price, with emphasis on functional capability, integration, security, implementation and support.

This will suit an LMS provider able to deliver a complete hosted platform rather than software alone, with implementation, configuration, migration, training and long-term support capability. Relevant experience in housing, public services or another regulated environment will be important, alongside demonstrable compliance with ISO 27001, Cyber Essentials Plus and UK GDPR. Suppliers should be able to provide secure UK hosting arrangements, resilience, disaster recovery, business continuity and incident management. Strong Microsoft 365, Teams, Outlook and Entra ID integration expertise will be relevant, as will SCORM, accessibility, mobile learning, compliance reporting and workflow automation. The buyer is also looking for mature service desk, service-level, account-management and continuous-improvement arrangements. Evidence of measurable social value, sustainability, digital inclusion, community investment, skills and employment support, and supplier diversity will strengthen a future response.
