## Summary

The Home Office, through the Joint Maritime Security Centre, is procuring a maritime domain analysis and reporting capability. The requirement is for clear vessel or area-of-interest assessment reports that create an operational picture, support sanctions teams across government and strengthen intelligence assessments. The service must provide an evidential basis for analysing vessel behaviour and patterns of life, including reporting at an appropriate classification where relevant data sources are held at different classification levels. The work covers data analysis and intelligence, surveillance, target acquisition and reconnaissance services. It is a single requirement for the Home Office and concerns maritime intelligence reporting for government operational and analytical use.

The procurement has reached tender: the Home Office invited offers through a below-threshold open competition. Enquiries had to be submitted by 18 September 2026 at 23:59, and offers by 22 September 2026 at 12:00. Electronic submission is allowed through the Home Office e-sourcing portal; registration requires a valid DUNS number for the contracting organisation. The initial contract runs from 19 October 2026 to 18 October 2027, with an option for the Authority to extend it to 18 October 2028, subject to performance, business need and funding. The estimated value is £100,000 excluding VAT, or £120,000 including VAT. Award is based on 60% technical quality and 40% cost, with full details in the tender pack.

This opportunity suits suppliers able to deliver structured maritime intelligence and data-analysis outputs for government users. Relevant capability includes assessing vessels and areas of interest, identifying behaviour and patterns of life, combining and interpreting data from sources at different classification levels, and producing clear reports that support operational decisions, sanctions activity and evidential intelligence assessment. Suppliers should be able to present findings in an appropriate security classification and provide reporting that is clear enough for operational use while robust enough to support analysis. The requirement is suited to specialist maritime intelligence, surveillance, reconnaissance, vessel-monitoring or data-analysis businesses, including organisations with the systems and secure working practices needed to handle sensitive information. A valid DUNS number is required for portal registration.
