Framework Overview: Great Western Railway (GWR) is seeking to establish a multi-supplier, multi-lot Framework Agreement for the provision of Transport and Distribution Services, including Courier and Heavy Haulage Services (the \"Framework\"). The Framework is intended to provide GWR with a flexible and efficient mechanism for procuring such services throughout the Framework Term across GWR's network. Direct Award GWR may award a Call-Off Contract directly to a Framework Supplier only where permitted by this Framework Agreement, the procurement documents and applicable procurement legislation. GWR shall document the basis for each Direct Award. Circumstances in which a Direct Award may be made include, without limitation: 1. where the estimated value of the requirement is less than PS10,000 (excluding VAT); 2. where the requirement is urgent and the timescales associated with a Mini-Competition would be impracticable or detrimental to GWR's operational requirements; 3. where only one Framework Supplier possesses the necessary technical capability, specialist expertise, accreditation, capacity or geographic coverage required to deliver the Services; 4. where continuity, compatibility or consistency of service delivery is required; 5. where a previous Mini-Competition has not resulted in a suitable tender or no valid tenders have been received; or 6. where GWR determines that a Direct Award would deliver the best overall value for money. The circumstances listed above are non-exhaustive and shall not limit GWR's right to make a Direct Award where otherwise permitted under the Framework Agreement, the procurement documents and applicable procurement legislation. Mini-Competition Where a Mini-Competition is required by this Framework Agreement, the procurement documents or applicable procurement legislation, GWR shall invite all Framework Suppliers within the applicable Lot that are capable of delivering the relevant requirement, subject to any objective and pre-disclosed selection criteria permitted by applicable procurement legislation. GWR shall issue a specification and invitation documentation setting out the requirement and the applicable evaluation criteria. The Call-Off Contract shall be awarded to the Framework Supplier submitting the most advantageous tender in accordance with the evaluation methodology specified in the Mini-Competition documentation. Evaluation of Mini-Competitions For each Mini-Competition, GWR shall determine and notify Framework Suppliers in the invitation documentation of the evaluation criteria, scoring methodology, weightings and any minimum requirements or quality thresholds applicable to the specific requirement. Such criteria shall be relevant to the requirement, objectively applied and consistent with this Framework Agreement, the procurement documents and applicable procurement legislation. Evaluation may be based on Price and/or Quality and may include additional criteria relevant to the Services being procured. The weighting applied to Price and Quality may vary between requirements, provided that the total weighting equals 100%. Indicative weightings are as follows: * Price: 10% to 90%; and * Quality: 10% to 90%. The applicable evaluation criteria, weightings, scoring methodology and any minimum thresholds shall be notified to Framework Suppliers in the Mini-Competition documentation. GWR reserves the right to adapt and tailor the evaluation methodology for each requirement, provided that the applicable evaluation criteria, weightings, scoring methodology and any minimum thresholds are notified in the Mini-Competition documentation and are consistent with this Framework Agreement, the procurement documents and applicable procurement legislation. General All Call-Off Contracts awarded under the Framework shall be awarded in accordance with the terms of this Framework Agreement and all applicable procurement legislation. GWR reserves the right not to award any Call-Off Contract during the Framework Term. Award of Call-Off Contract Following supplier selection, the Customer may issue a Call-Off Contract to the successful Framework Supplier setting out the project-specific requirements, including the Framework reference, Call-Off Contract number, scope of Services, pricing, programme, Maximum Call-Off Value, start date, expiry date and any other applicable requirements.
