## Summary

NHS South Yorkshire Integrated Care Board commissioned GP locally commissioned services in Sheffield, South Yorkshire. The services are intended to enhance and operate alongside the existing GP Framework contract rather than as a standalone service, creating an interdependency between the two arrangements. The requirement falls within general-practitioner services and is categorised as a healthcare service. The selected provider is Crystal Peaks Dental Centre, based in Sheffield. The service is delivered through an existing group of providers able to hold the relevant GP Framework contract and provide the locally commissioned services alongside it. The buyer is the NHS South Yorkshire Integrated Care Board, a public-sector health body serving South Yorkshire.

The procurement has been awarded and the contract is active. NHS South Yorkshire Integrated Care Board used the Provider Selection Regime 2023 and made a direct award under Process A, without publishing a call for competition. Crystal Peaks Dental Centre was selected on 1 April 2026. The contract runs from 1 April 2026 to 31 March 2027. Payment is activity-based at local prices, so the overall contract value was not predetermined; the signed contract records a value of £1. The evaluation gave 100% weighting to quality, specifically the absence of a realistic alternative provider, and 0% to price. One bid was recorded. The contract is not subject to options.

This award indicates demand for locally commissioned GP services that are integrated with an existing GP Framework contract, rather than delivered independently. A credible future competitor would therefore need to hold, or be able to work through, the relevant GP Framework arrangement and demonstrate that it can deliver the additional locally commissioned services alongside core GP provision. The buyer’s evaluation placed all emphasis on service quality and the absence of a realistic alternative provider, with no price weighting. Suppliers should be able to show dependable clinical delivery, operational integration with existing primary-care services, and the capacity to provide activity-based services at locally set prices. The successful provider is an SME, indicating that this requirement can be delivered by a smaller organisation with the necessary framework access and healthcare capability.

### Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award. The contract has been awarded under the Health care Services ( Provider Selection Regime) Regulations 2023. For the avoidance of doubt. the provisions of the Procurement Act Regulations 2023 do not apply.

The decision to award was made by the Decision made by the Portfolio Lead - Transformation & Delivery (Contracting). No conflicts of interest were identified.
