## Summary

NHS South Yorkshire Integrated Care Board commissioned a GP locally commissioned services contract for Deepcar Medical Centre. The service is general-practitioner provision designed to enhance and operate alongside the GP Framework contract, rather than as a standalone service. Delivery is in Sheffield, South Yorkshire, supporting primary care activity for the local population. The buyer is NHS South Yorkshire Integrated Care Board, based in Sheffield. The requirement is a healthcare service, delivered by a GP provider that can meet the applicable contract and service specification criteria and maintain the necessary relationship with the GP Framework. The selected supplier, Deepcar Medical Centre, is an SME. The service is an existing provision delivered by an existing provider.

This procurement is complete and the contract was awarded under the Provider Selection Regime for healthcare services, using Direct Award Process A and a limited procedure without a prior call for competition. Deepcar Medical Centre was selected as the supplier, with the award recorded as active and the contract signed on 1 April 2026. The contract period runs from 1 April 2026 to 31 March 2027. Its recorded contract value is £1, although the service description states that payment is activity-based at local prices and the overall value is unknown. Evaluation was based entirely on quality, with the criterion being that there was no realistic alternative provider; price carried zero weighting. The arrangement has no stated extension options.

This award shows demand for GP locally commissioned services linked closely to an existing GP Framework, rather than a separate standalone service. A credible future competitor would therefore need to provide general-practitioner services, satisfy the relevant healthcare contract and specification requirements, and demonstrate that its provision can operate alongside the GP Framework. The evaluation approach places decisive weight on quality and on the availability of a realistic alternative provider, so evidence of service capability, continuity and integration with established primary care arrangements would be important. The requirement is delivered through an existing provider arrangement and payments are based on activity at local prices, making operational capacity and the ability to deliver the required activity reliably commercially relevant. The successful supplier is an SME, indicating that the service can be delivered by a smaller provider with the appropriate capability.

### Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award. The contract has been awarded under the Health care Services ( Provider Selection Regime) Regulations 2023. For the avoidance of doubt. the provisions of the Procurement Act 2023 Regulations do not apply.

The decision to award was made by the Decision made by the Portfolio Lead - Transformation & Delivery (Contracting). No conflicts of interest were identified.
