## Summary

NHS South Yorkshire Integrated Care Board commissioned GP locally commissioned services from Dykes Hall Medical Centre in Sheffield, South Yorkshire. The service is intended to enhance and operate alongside the GP Framework contract rather than as a standalone service, creating an interdependent primary care provision. The procurement is for general-practitioner services, with delivery linked to the existing GP provider arrangement. The buyer is the NHS South Yorkshire Integrated Care Board, based in Sheffield. The selected supplier, Dykes Hall Medical Centre, is a small or medium-sized enterprise. The requirement concerns an established local service delivered by an existing group of GP providers and is connected to the GP Framework and its service specifications.

The procurement has been awarded through Provider Selection Regime direct award process A, using a limited procedure without a prior call for competition. The award decision was made by the Portfolio Lead – Transformation & Delivery (Contracting), and one bid was recorded. The contract was awarded to Dykes Hall Medical Centre on 1 April 2026 and signed on the same date. The contract period runs from 1 April 2026 to 31 March 2027. The contract record gives a value of £1, although the procurement states that the overall value is unknown because payment is activity-based at local prices. Evaluation was based entirely on quality: no realistic alternative provider scored 100, while price scored 0.

This requirement is relevant to GP practices and primary care providers able to deliver locally commissioned services alongside a GP Framework contract. A credible future competitor would need an existing or eligible GP provider base, the capability to meet the LCS contract and specification requirements, and the operational capacity to provide activity-based services in Sheffield. The procurement indicates that interdependency with the GP Framework is central, so standalone providers without that framework relationship would be poorly placed. The evaluation placed all weight on quality and treated the absence of a realistic alternative provider as decisive, making continuity, local delivery capability and compliance with the required service model more important than price competition.

### Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award. The contract has been awarded under the Health care Services ( Provider Selection Regime) Regulations 2023. For the avoidance of doubt. the provisions of the Procurement Act Regulations 2023 do not apply.

The decision to award was made by the Decision made by the Portfolio Lead - Transformation & Delivery (Contracting). No conflicts of interest were identified.
