## Summary

London Councils procured website development and editing services to support the expansion of London’s fostering services. The requirement covers one pan-London fostering recruitment website and three new regional fostering hub websites for North, Southeast and Southwest London, alongside the two existing hubs in West and East London. The number of regional websites could vary, with fewer than three ultimately included. The work is intended to support local authorities working together through fostering hubs and to improve recruitment activity across the capital. It is a public-sector digital services requirement, including web page editing software development, with delivery focused on London and its regional fostering hubs.

This procurement has been awarded following a below-threshold limited competition. The tender is complete and one contract was awarded to Social Marketing Gateway. The contract was signed on 26 August 2026 and runs from 4 September 2026 to 3 September 2027. Its value is £33,675 excluding VAT, or £40,410 including VAT. The procurement was structured as one lot. The contract includes a potential second phase as an exercisable option: after Phase 1, the parties may negotiate and agree further website enhancements and improvements to operability. The awarded contract is active, and the requirement was treated as below the relevant threshold.

This outcome indicates demand for suppliers able to design, develop and maintain coordinated public-facing websites across a multi-site regional model. A credible competitor for a future requirement would need to show practical web development and web page editing capability, with the capacity to deliver a central website alongside several related regional sites. It would also need to manage variation in the number of sites, maintain consistent branding and content structures, and support straightforward operation by participating local authorities or fostering hubs. The potential second-phase scope points to the value of suppliers that can enhance existing digital services after initial delivery, including functionality, usability and ongoing operability. An SME has been selected for this work.

## Notice

Local authorities are being encouraged to work together to deliver fostering services, and an increasing number of authorities are forming partnerships in the form of 'Fostering Hubs.' London currently has two Fostering Hubs (West London and East London). As part of the next phase of development, London is moving to a five-hub model, with new Hubs being created in North London, Southeast London and Southwest London. To support this transition, London Councils/LIIA requires a supplier to deliver: * One pan-London fostering website. * Three new regional fostering hub websites. (Please note there could be some variation to the quantity of regional fostering hub websites. We anticipate all three, but it may be that fewer hubs will ultimately be in scope).
