## Summary

NHS South Yorkshire Integrated Care Board commissioned locally commissioned GP services for Greystones Medical Centre. The requirement is for general-practitioner services that enhance and operate alongside the existing GP Framework contract, rather than as a standalone service. Delivery is in Sheffield, South Yorkshire. The buyer is the NHS South Yorkshire Integrated Care Board, based in Sheffield. The selected provider, Greystones Medical Centre, is an SME and an existing GP provider. The service is activity-based and uses local prices, with delivery dependent on the wider GP Framework arrangements. This is therefore relevant to GP practices and primary-care organisations able to provide locally commissioned services as part of, or alongside, the required GP Framework provision in Sheffield.

The procurement has been awarded and the tender is complete. The selected supplier is Greystones Medical Centre. The contract was signed on 1 April 2026 and runs from 1 April 2026 to 31 March 2027. Its recorded contract value is £1 GBP, while the procurement description states that the overall value is unknown because payment is based on activity at local prices. The buyer used the Provider Selection Regime for healthcare services, through direct award process A, without a prior call for competition. The stated rationale was that the services are interdependent with the GP Framework and can be delivered by the existing group of providers. Evaluation placed 100% on quality, specifically no realistic alternative provider, and 0% on price. One bid was recorded.

This award indicates continuing NHS demand in Sheffield for locally commissioned GP services that supplement the GP Framework. A credible future competitor would need to be an established primary-care provider with the clinical capability, governance and operational capacity to deliver general-practitioner services under the relevant healthcare commissioning requirements. It would also need to work within the GP Framework rather than offer the locally commissioned service independently, because the requirement is designed to enhance that framework and depends on the two services operating together. The successful model is suited to an organisation able to manage activity-based delivery, apply locally agreed prices and meet the contract specification consistently. GP practices and comparable primary-care providers with an existing NHS delivery infrastructure are therefore the most directly relevant businesses.

### Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award. The contract has been awarded under the Health care Services ( Provider Selection Regime) Regulations 2023. For the avoidance of doubt. the provisions of the Procurement Act Regulations 2023 do not apply.

The decision to award was made by the Decision made by the Portfolio Lead - Transformation & Delivery (Contracting). No conflicts of interest were identified.
