## Summary

NHS South Yorkshire Integrated Care Board commissioned general practitioner services through a GP Locally Commissioned Services contract for The Thorpe Practice. The service is designed to enhance and operate alongside the existing GP Framework contract, rather than as a standalone service, with delivery in Sheffield, South Yorkshire. The requirement concerns locally commissioned primary care delivered by a GP provider and is intended to support the ICB’s health services. The selected provider is The Thorpe Practice, a Sheffield-based SME. The service is linked to the provider’s existing GP Framework arrangements, so businesses considering similar work would need to understand both the locally commissioned service and the associated framework-based primary care provision.

The procurement is complete and has been awarded to The Thorpe Practice. NHS South Yorkshire ICB used Provider Selection Regime direct award process A, through a limited procedure without prior publication of a call for competition. The award decision was made on the basis that there was no realistic alternative provider: quality carried 100% of the evaluation and price 0%. The award date was 1 April 2026, and the contract runs from 1 April 2026 to 31 March 2027. The provider is paid according to activity at local prices. The overall contract value is therefore described as unknown; the recorded contract value is £1. The contract was signed on 1 April 2026. One bid was recorded.

For a supplier preparing for a future requirement from this ICB, the key commercial lesson is that credibility depends on being an established GP provider able to deliver locally commissioned services as part of an existing GP Framework arrangement. The service is interdependent with that framework and is not intended to operate independently, so relevant framework participation and the ability to integrate both services would be central. A credible provider would also need to meet the contract and service specification criteria and demonstrate that it can deliver activity-based primary care at locally determined prices. The award evaluation placed all stated weight on quality and treated the absence of a realistic alternative provider as decisive, making service continuity, local delivery capability and an established provider relationship important competitive factors.

### Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award. The contract has been awarded under the Health care Services ( Provider Selection Regime) Regulations 2023. For the avoidance of doubt. the provisions of the Procurement Act Regulations 2023 do not apply.

The decision to award was made by the Decision made by the Portfolio Lead - Transformation & Delivery (Contracting). No conflicts of interest were identified.
