## Summary

NHS South Yorkshire Integrated Care Board commissioned general practitioner services through a GP Locally Commissioned Services Contract for Carterknowle & Dore Medical Practice. The service is intended to operate alongside the GP Framework contract, enhancing rather than standing alone, with the two arrangements interdependent. Delivery is in Sheffield. The requirement concerns an existing local primary care service delivered by GP providers, with activity-based payments using locally set prices. The buying organisation is the NHS South Yorkshire Integrated Care Board, based in Sheffield. The selected provider is Carterknowle and Dore Medical Practice, also based in Sheffield. This is a healthcare services requirement rather than a supply of goods, construction project or general consultancy service.

The procurement is complete and the contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. It used Direct Award Process A, described as a limited procedure without a prior call for competition, because the service must be delivered by an existing group of GP providers holding a GP Framework contract. The award decision was made by the Portfolio Lead – Transformation & Delivery (Contracting), with no conflicts of interest identified. Carterknowle and Dore Medical Practice received the active award on 1 April 2026. The contract runs from 1 April 2026 to 31 March 2027. Its overall value is unknown because payment is based on activity and local prices; the recorded contract value is £1. Quality carried 100% of the evaluation weighting and cost 0%.

For a supplier assessing future demand from this buyer, the procurement shows a requirement for established GP providers able to deliver locally commissioned services as an integrated extension of a GP Framework contract. Credibility would therefore depend on holding, or being able to operate through, the relevant GP Framework arrangement, meeting the service specification and demonstrating that the organisation can provide the required primary care activity in Sheffield. The buyer’s approach places the emphasis on service quality rather than cost competition, so evidence of safe, reliable and clinically effective delivery would be important. Providers would also need sufficient operational capacity to manage activity-based delivery and work within local pricing arrangements. The award to an existing GP practice indicates that familiarity with local primary care provision and continuity of service are commercially relevant.

### Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.
