## Summary

Your Housing Group Limited is exploring digital warden call equipment and associated solutions for its housing schemes and property types. The requirement is expected to cover communications infrastructure, alarm systems, and related installation, maintenance and support services. Its existing warden call systems are mainly analogue, and a short-term arrangement is in place to keep them operating after the 2027 digital switchover. The longer-term aim is to understand digital alternatives, their suitability across the organisation’s properties, the investment required and the service that could be provided to residents and customers. Delivery is expected across the organisation’s schemes and properties in England. This is a goods-led requirement with associated services, relevant to suppliers of social-housing telecare, warden call, alarm and communications systems.

This procurement is at the preliminary market engagement and planning stage, not a call for competition. Your Housing Group expects to gather market information through a supplier questionnaire and meetings, to inform its future requirements, solution options, investment costs and service model. Suppliers are invited to request access to the questionnaire and return responses by 12 noon on 9 October 2026. Meetings with five previously identified suppliers are planned for October 2026, with further meetings potentially selected from questionnaire responses. The buyer’s current expectation is for a contract from 1 April 2028 to 31 March 2032, with renewal or extension possible to 31 March 2034. One lot is planned, and the requirement is identified as suitable for SMEs. The future procurement procedure and evaluation method have not yet been settled.

The engagement is relevant to suppliers able to design, supply, integrate and support digital warden call and alarm solutions for housing schemes and varied property types. Strong candidates are likely to have experience replacing or upgrading analogue systems, planning around digital switchover, and providing dependable communications, monitoring, maintenance and customer support. The buyer says that relevant prior experience, core capability and value for money may influence which additional suppliers are invited to meetings when responses are numerous. Suppliers already working in this market can use the engagement to explain different technical approaches, service models, implementation requirements and whole-life considerations. Small and medium-sized businesses are specifically identified as suitable for the planned requirement. Participation in the engagement is voluntary and will not, by itself, prevent participation in a later tender.

## Notice

YHG is conducting Preliminary Market Engagement (PME) to understand more about the market for Digital Warden Call Equipment and Solutions. The PME includes a questionnaire for suppliers to complete and return and a series of meetings with identified suppliers. YHG's existing warden call systems are predominantly analogue and a short term solution has already been put in place to ensure they continue to work following digital switchover in 2027. YHG is interested in understanding its longer term options for digital warden call solutions across its range of schemes and property types. This PME is being used to better understand the range of solutions available, suitability for YHG, potential costs of investment and future service offering to our customers. PLEASE NOTE THIS IS NOT A CALL FOR COMPETITION.

### Planning Information

The PME process will be as follows. YHG is publishing a questionnaire seeking responses from potential suppliers. This contains more information about YHG's current background and requirements. Suppliers are invited to provide responses to the questionnaire by the deadline of 12 noon Friday 9th October 2026. Suppliers can request access to the questionnaire by emailing Jen Hartshorn - Head of Procurement (jen.hartshorn@yourhousinggroup.co.uk) and they will be invited via MyTenders which is YHG's eSourcing platform. Suppliers can register with MyTenders for free (www.mytenders.co.uk) and we advise this is done in advance of requesting access to the questionnaire. 
YHG is also inviting 5 suppliers already identified to a series of meetings in October 2026. Those suppliers have been selected as they have already provided or provide these services to YHG previously. The suppliers are: Appello, Tunstall, Tynetec, Chubb, Alert-a-Call. 
YHG will consider inviting and holding more meetings with other suppliers based on the responses provided to the PME questionnaire. While YHG intends to engage with a broad range of suppliers, due to resource limits, YHG may reduce the number of meetings it holds with suppliers. Where YHG receives a high volume of responses and a reduction is necessary, we will select participants based on relevant prior experience, core capability and value for money, as demonstrated in the initial response to the questionnaire within the PME pack. The format of the meeting will be to discuss the details of the PME pack, with the suppliers invited to present their responses to the Questionnaire in person. Records will be kept of the PME meetings for transparency.
Involvement in this preliminary market engagement exercise will not preclude a supplier from participating in any future tender process (subject to ensuring that the preliminary market engagement has not put the participant at an unavoidable unfair advantage). Likewise, it is not a requirement to participate in this preliminary market engagement and suppliers which do not participate will not be precluded from participating in any future tender process.
