## Summary

NHS South Yorkshire Integrated Care Board commissioned GP locally commissioned services for delivery in Sheffield, South Yorkshire. The service is intended to enhance and operate alongside the existing GP Framework contract, rather than as a standalone service. The requirement is for general-practitioner services, covering the local patient population through the GP provider arrangement. The named supplier is The Mathews Practice, based at Belgrave Medical Centre in Sheffield. The commissioning organisation is NHS South Yorkshire Integrated Care Board. This is a healthcare services requirement managed under the Provider Selection Regime for NHS services, with delivery dependent on the linked GP Framework and the associated locally commissioned services specification.

The procurement has been awarded to The Mathews Practice, with an active award and one recorded bid. The award decision was made under direct award process A of the Provider Selection Regime, without a prior call for competition, because the services were considered to have no realistic alternative provider. Evaluation placed 100% on quality, specifically the absence of a realistic alternative provider, and 0% on price. The contract period is 1 April 2026 to 31 March 2027, and the award date is 1 April 2026. The recorded contract value is £1 GBP. The provider is paid according to activity at local prices, while the overall value is described as unknown. The contract was signed on 1 April 2026.

This requirement indicates demand for GP practices able to deliver locally commissioned healthcare services as an integrated extension of an existing GP Framework contract. A credible future competitor would need to be an established GP provider, or part of an eligible existing provider group, with the contractual standing and operational capacity to deliver both framework services and the linked locally commissioned services. The buyer’s stated rationale places decisive weight on there being no realistic alternative provider, so continuity, local service capability and compliance with the contract and specification would be central to demonstrating suitability. The activity-based payment model also favours practices able to manage variable patient activity and deliver consistently at locally agreed prices.

### Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award. The contract has been awarded under the Health care Services ( Provider Selection Regime) Regulations 2023. For the avoidance of doubt. the provisions of the Procurement Act Regulations 2023 do not apply.

The decision to award was made by the Decision made by the Portfolio Lead - Transformation & Delivery (Contracting). No conflicts of interest were identified.
