## Summary

NHS South Yorkshire Integrated Care Board commissioned locally commissioned GP services at Woodhouse Health Centre in Sheffield, South Yorkshire. The service is intended to enhance and operate alongside the provider’s existing GP Framework contract, rather than as a standalone service. It is a primary healthcare service delivered by GP providers, with activity-based payment using local prices. The requirement relates to general-practitioner services and is managed by the ICB as the healthcare commissioning organisation. The service is tied to the GP Framework and depends on the same provider arrangements, so relevant businesses are GP practices or other organisations able to deliver locally commissioned services through the required primary care framework structure. The selected provider is Woodhouse Health Centre, an SME based in Sheffield.

The contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023, using Direct Award Process A without a prior call for competition. NHS South Yorkshire ICB awarded it to Woodhouse Health Centre. The contract was signed on 1 April 2026 and runs from 1 April 2026 to 31 March 2027. The published contract value is £1, although the procurement states that the provider is paid according to activity and local prices, so the overall contract value is unknown. The award decision gave 100% weighting to quality, defined as there being no realistic alternative provider, and 0% to price. One bid was recorded. The tender is complete and the resulting contract is active. The arrangement has no extension options.

This award shows that the ICB buys locally commissioned GP services as an addition to its GP Framework provision, with delivery integrated into existing primary care services. A credible future competitor would therefore need to be an established GP provider with the clinical capability, governance and operational capacity to deliver general-practitioner services in Sheffield. Holding, or being able to operate through, the relevant GP Framework is central because the locally commissioned service is interdependent with that framework and is not intended to stand alone. The evaluation evidence also indicates that demonstrating the absence of a realistic alternative provider is more important than offering a lower price. Organisations should therefore be able to evidence continuity of GP provision, local delivery capability and compliance with the service specification and framework requirements.

### Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award. The contract has been awarded under the Health care Services ( Provider Selection Regime) Regulations 2023. For the avoidance of doubt. the provisions of the Procurement Act Regulations 2023 do not apply.

The decision to award was made by the Decision made by the Portfolio Lead - Transformation & Delivery (Contracting). No conflicts of interest were identified.
