## Summary

Betsi Cadwaladr University Health Board, working with Bangor University to deliver the North Wales Medical School, is procuring construction and refurbishment works at Wrexham Medical Institute. The project will adapt an existing building into a medical training centre and improve education facilities used for medical education and training. The scope includes upgrading digital, data and technology facilities with audio-visual equipment and software; refurbishing the library and supplying furniture; upgrading digital signage, branding and wayfinding; and lightly refurbishing teaching rooms, including new or upgraded furniture. The work will take place in Wrexham, within a live hospital environment, and must be coordinated with Estates and ICT requirements. It is managed by NHS Wales Shared Services Partnership on behalf of the Health Board.

The procurement has reached tender: the buyer invited offers through a below-threshold open competition. This is one lot. Enquiries had to be submitted by 1 October 2026 at 12:00, and offers by 7 October 2026 at 12:00. The contract is scheduled to run from 2 November 2026 to 31 March 2027. Its estimated value is £450,000 excluding VAT, or £540,000 including VAT. Electronic submission is allowed through the stated e-tendering system. Offers will be evaluated on technical quality, weighted at 40%, and price, weighted at 60%. The opportunity is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

This opportunity suits a principal contractor or refurbishment specialist able to deliver coordinated building works in an occupied hospital setting. Relevant capability includes managing alterations and adaptations, working around hospital access and planned outages, and coordinating effectively with Estates and ICT teams. Suppliers should be able to install or integrate audio-visual, digital, data and software systems, alongside library, teaching-room and general furniture works. Experience of upgrading digital signage, branding and wayfinding would also be relevant. Delivery must comply with site rules, the Construction (Design and Management) Regulations and applicable NHS Wales and Betsi Cadwaladr University Health Board technical standards. The scope combines construction management with education-facility refurbishment, so firms with suitable multidisciplinary delivery capacity and live healthcare-environment experience are well placed to compete.
