The procedure is designed to allow a proportionate and structured assessment of suppliers while ensuring fair competition and value for money. Stage 1: Preliminary Selection Questionnaire (PSQ) Interested suppliers must submit a completed PSQ response by 5:00pm (UK time) on 8 October 2026. Responses will be evaluated against the published selection criteria. Further details can be found in the PSQ document. Following evaluation of the PSQ submissions, a maximum of 5 suppliers with the highest scoring compliant responses will be shortlisted and invited to participate in the Invitation to Tender (ITT) stage. Stage 2: Invitation to Tender (ITT) The ITT stage will run from 26 October 2026 to 5:00pm (UK time) on 25 November 2026. Shortlisted suppliers will be invited to submit a detailed tender response.
