## Summary

UK Research & Innovation (UKRI) intends to appoint a supplier for monitoring and evaluating its DFT programme. Three programmes are currently within scope, with the possibility of adding further programmes during the contract. The work is evaluation consultancy, covering programme monitoring and evaluation rather than the delivery of the programmes themselves. Services will be delivered across the United Kingdom. UKRI is a central government public authority based in Swindon, Wiltshire. The requirement may suit consultancies and research organisations with experience of designing evaluation frameworks, collecting and analysing evidence, assessing programme performance and producing clear findings for public-sector decision-makers. Suppliers able to evaluate multiple programmes and adapt their approach if additional programmes are brought into scope should follow the emerging requirement closely.

This procurement is at the planning stage: UKRI has announced its intention to procure but has not invited tenders. The expected procedure is a tender under the Procurement Act 2023, with a future notice expected on 3 November 2026. UKRI plans a market-engagement webinar on 2 October 2026 at 10:00, followed by questions and answers; a questionnaire may follow. The engagement milestone is scheduled to run until 23 October 2026. The anticipated contract runs from 12 January 2027 to 11 January 2031. The estimated value is £381,000 excluding VAT, or £457,200 including VAT. The description gives an estimated £181,000 excluding VAT for the three current programmes, with a potential further £150,000 excluding VAT for additional programmes as options. The procurement is above the relevant threshold.

The requirement is marked as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so it may be accessible to established specialist organisations as well as larger consultancies. It should suit suppliers with demonstrable monitoring and evaluation capability, including experience setting measurable outcomes, developing evaluation methodologies, gathering qualitative and quantitative evidence, analysing results and reporting recommendations. Experience of public-sector, research, innovation or multi-programme environments would be relevant to the stated scope. The four-year arrangement and possible addition of programmes favour organisations with enough analytical, project-management and stakeholder-engagement capacity to maintain consistent delivery over time while adapting to changing requirements. The planned market engagement gives prospective suppliers an opportunity to understand the DFT programmes, influence the requirement through feedback and prepare for the later procurement process.

## Notice

UKRI wishes to contract a supplier for a DFT programme monitoring and evaluation. Currently 3 programmes are in scope with a contract duration of 4 years and an estimated value of PS181,000.00 excluding VAT. However there is a potential for more programmes to be added as options within the 4 years duration at an additional estimated value of PS150,000.00 excluding VAT.
