## Summary

Regional Business Services Organisation, Procurement and Logistics Service is buying health and social care services for the CAWT Community Connections and Wellbeing Project. The work covers Northern Ireland delivery areas within the Western Health and Social Care Trust and Southern Health and Social Care Trust boundaries. Suppliers will deliver psychosocial activities and community supports, either one-to-one, group-based or both, through existing local organisations and initiatives. The wider purpose is to strengthen community capacity and help people gain the skills, knowledge, tools and confidence to access opportunities and high-quality, accessible health and social care support. The procurement is for services, including community health, community action and wellbeing provision (CPV 85000000). It is divided into four delivery areas: two in the Western Trust area and two in the Southern Trust area.

The procurement has reached tender: the buyer invited offers through an open procedure. Bids may be submitted electronically or in writing through the eTendersNI procurement system, in English. The tender submission deadline was set for 12 October 2026 at 3:00pm. The estimated total value is £3,369,570. This estimate covers the contract period through 31 March 2029, optional extensions of up to 24 months in total and a potential increase in service volumes of up to 50%; it is not a guaranteed level of expenditure or demand. There are four lots. A supplier may bid for up to four lots, but may be awarded no more than two. The published information does not set out an award weighting or evaluation formula.

This opportunity suits organisations able to work directly in local communities across Northern Ireland and deliver structured psychosocial and community support services. Relevant suppliers are likely to have practical capability in one-to-one and group-based work, community health or wellbeing activity, and in helping people build skills, knowledge and confidence. The requirement also suits providers experienced in working through established community organisations and initiatives rather than relying only on central delivery. Capacity to cover one or more defined areas within the Western or Southern Health and Social Care Trust boundaries is important, with the lot structure allowing a supplier to pursue several areas while limiting the number of awards to two. Providers should be prepared to support accessible health and social care outcomes at community level.
