The project will have two phases, across two years. Phase 1 will build upon previous work to create an M&E framework, developing indicators and a monitoring plan which can be easily interpreted for future projects; Phase 2 will implement the developed M&E Framework, undertaking a detailed desk-based analysis to, where data allows, use historic and current AES uptake data to understand recent trends, or at a minimum create a baseline to which future change can be compared.",
