## Summary

Natural England commissioned research and evaluation services to assess how Environmental Land Management schemes support climate change adaptation. The work covers the Sustainable Farming Incentive, Countryside Stewardship Higher Tier and Landscape Recovery schemes, and considers hazards including flooding, drought, wildfire, extreme heat, storms and coastal erosion. It has two phases over the project: developing a monitoring and evaluation framework, indicators and an accessible monitoring plan, then implementing the framework through detailed desk-based analysis. The analysis is intended to use historic and current environmental land management uptake data to identify recent trends where data permits, or otherwise establish a baseline for future comparison. The Department for Environment, Food and Rural Affairs provides overall governance, while Natural England is the buying organisation. The service is classified as research services.

The procurement is complete and was awarded through a competitive selective route described as a below-threshold award under a framework. One lot was awarded to ICF Consulting Services Limited. The award is active and the contract was signed on 10 September 2026. The contract runs from 10 September 2026 to 31 March 2028. Its value is £165,487.13 excluding VAT, or £198,584.56 including VAT. The requirement is a services contract delivered in two phases: framework development and subsequent desk-based implementation and analysis. The published outcome identifies ICF Consulting Services Limited as the selected supplier. The procurement was below the applicable threshold and used a framework award route; the data also records the call-off as competitive.

This procurement indicates demand for suppliers able to design and apply monitoring and evaluation frameworks for environmental land management and climate adaptation. Relevant capability includes developing practical indicators and monitoring plans, translating technical findings for future project use, and carrying out rigorous desk-based research using historic and current agricultural or environmental scheme uptake data. Credible competitors would need to understand how land management interventions relate to climate hazards such as flooding, drought, wildfire, extreme heat, storms and coastal erosion, and be able to establish defensible baselines where data is limited. Experience combining policy evaluation, environmental research, data analysis and clear reporting would be directly relevant. The award also shows that Natural England and Defra use competitive framework routes for this type of specialist research service.

## Notice

This project aims to develop a robust monitoring and evaluation (M&E) framework for assessing how Environmental Land Management (ELM) schemes (Sustainable Farming Incentive (SFI), Countryside Stewardship Higher Tier (CSHT) and Landscape Recovery (LR)) contribute to climate change adaptation, including responding to hazards such as flooding, drought, wildfire, extreme heat, storms, and coastal erosion. The project will have two phases, across two years. Phase 1 will build upon previous work to create an M&E framework, developing indicators and a monitoring plan which can be easily interpreted for future projects; Phase 2 will implement the developed M&E Framework, undertaking a detailed desk-based analysis to, where data allows, use historic and current AES uptake data to understand recent trends, or at a minimum create a baseline to which future change can be compared.
